Based on Article 36 of the Road Traffic Order and Safety Law 2024 defining vehicle license plates:
Article 36. Vehicle License Plates
- Vehicle license plates are issued by competent state agencies as specified in Articles 37 and 39 of this Law, attached to road vehicles according to the provisions of this Law to serve state management.
- Vehicle license plates are classified as follows:
a) Blue background, white letters and numbers plates issued for vehicles of the Communist Party, State, politico-social organizations, public service providers;
b) Red background, white letters and numbers plates issued for military vehicles;
c) Yellow background, black letters and numbers plates issued for vehicles engaged in transport business;
d) White background, black letters and numbers plates issued for domestic organizations and individuals not covered by points a, b, and c of this clause;
dd) White background, red letters, black numbers, with the symbol “NG” issued for vehicles of diplomatic missions, consular offices and foreign personnel holding diplomatic ID cards of those agencies;
e) White background, red letters, black numbers, with the symbol “QT” issued for vehicles of international organizations' offices and foreign personnel holding diplomatic ID cards of those organizations;

Based on Article 7 of Circular 79/2024/TT-BCA stipulating the time limit for processing vehicle registration:
Article 7. Time Limit for Processing Vehicle Registration
- Issuance of vehicle registration certificates
a) New issuance of vehicle registration certificates, issuance upon change of vehicle owner, exchange of vehicle registration certificates: No more than 2 working days from the date of receiving a complete and valid dossier;
b) Re-issuance of vehicle registration certificates: Verification must be conducted within 30 days from the date of receiving a complete and valid dossier; re-issuance, if conditions are met, must occur within 2 working days after verification.
- Issuance of vehicle license plates
a) New issuance of vehicle license plates: immediately after receiving a complete and valid dossier;
b) New issuance of auctioned vehicle license plates, exchange of license plates, issuance of custom license plates: No more than 7 working days from the date of receiving a complete and valid dossier;
c) Re-issuance of vehicle license plates: Verification must be conducted within 30 days from the date of receiving a complete and valid dossier; re-issuance, if conditions are met, must occur within 2 working days after verification.
