Pursuant to Article 36 of the Road Traffic Safety and Order Law 2024 regulating license plates:

Article 36. License Plate

1. License plates are issued by the competent state agency according to the provisions of Article 37 and Article 39 of this Law; they are attached to road vehicles as regulated by this Law to serve state management.

2. License plates are classified as follows:

a) License plates with a blue background, white letters, and numbers are issued to vehicles of the Communist Party, State, political-social organizations, public service providers;

b) License plates with a red background, white letters, and numbers are issued to military vehicles;

c) License plates with a yellow background, black letters, and numbers are issued to vehicles operating in transport business;

d) License plates with a white background, black letters, and numbers are issued to vehicles of domestic organizations and individuals, not belonging to the subjects specified in points a, b, and c of this clause;

Article 37. Auction of License Plates

1. License plates put up for auction are those for automobiles, motorcycles, and motorbikes as specified in point c and point d clause 2 Article 36 of this Law, publicized for organizations or individuals to register for auction participation. License plates not selected for auction registration by organizations or individuals will be transferred into the system for vehicle registration and management according to the law.

2. The starting price of an automobile license plate for auction is not less than 40 million VND; the starting price of a motorcycle or motorbike license plate for auction is not less than 5 million VND.

3. The advance payment is not lower than the starting price of the type of license plate being auctioned.
