Article 36. Vehicle License Plates

1. Vehicle license plates are issued by competent state agencies according to the regulations in Articles 37 and 39 of this Law; they are attached to road transportation vehicles in accordance with this Law to serve state management.

2. Vehicle license plates are classified as follows:

a) License plates with a blue background and white letters and numbers are issued for vehicles of the Communist Party, State, political-social organizations, public service providers;

b) License plates with a red background and white letters and numbers are issued for military vehicles;

c) License plates with a yellow background and black letters and numbers are issued for transport business vehicles;

d) License plates with a white background and black letters and numbers are issued for vehicles of organizations and individuals within the country, not under the categories specified in points a, b, and c of this paragraph;

dd) License plates with a white background, red letters, black numbers, with the symbol “NG” issued for vehicles of diplomatic representative agencies, consular offices and foreign personnel holding diplomatic IDs of such agencies;

License plates not chosen by organizations or individuals for auction registration are transferred into the vehicle registration and management system for registration according to legal regulations.

2. The starting price of a car license plate put up for auction is not less than 40 million VND; the starting price of a motorcycle or moped license plate put up for auction is not less than 5 million VND.

3. The deposit should not be less than the starting price of the type of license plate put up for auction.
