Pursuant to Article 3 of Circular 79/2024/TT-BCA stipulating the principles of vehicle registration:
Article 3. Principles of vehicle registration

- Organizations and individuals winning an automobile license plate auction can choose to register and issue the auctioned license plate at the Traffic Police Division of the Provincial or Municipal Police Department where the organization or individual has its headquarters or residence, or at the Traffic Police Division managing the auctioned license plate.
- Organizations and individuals winning a motorcycle or moped license plate auction can choose to register and issue the auctioned license plate at the District Police Division of the district, district-level town, or province-level city, or the centrally-run city where the organization or individual has its headquarters or residence, or at the Traffic Police Division, or District Police Division managing the auctioned license plate. In cases where motorcycles or mopeds confiscated for state funds, or motorcycles with a cylinder capacity from 175 cm3 and above are registered, the auctioned license plate is issued at the Traffic Police Division where the organization or individual has its headquarters or residence, or at the Traffic Police Division managing that license plate.

According to the above regulations, the venue for issuing auctioned license plates is as follows:
- For automobile license plates: the auctioned license plate is issued at the Traffic Police Division of the Provincial or Municipal Police Department where the organization or individual has its headquarters or residence, or at the Traffic Police Division managing the auctioned license plate.
- For motorcycle or moped license plates: the auctioned license plate is issued at the District Police Division of the district, district-level town, province-level city, or centrally-run city where the organization or individual has its headquarters or residence or at the Traffic Police Division, or District Police Division managing the auctioned license plate.
In cases where motorcycles or mopeds confiscated for state funds, or motorcycles with a cylinder capacity from 175 cm3 and above, are registered, the auctioned license plate is issued at the Traffic Police Division where the organization or individual has its headquarters or residence, or at the Traffic Police Division managing that license plate.
What are regulations on handling license plates not selected for auction registration in Vietnam?
Pursuant to Article 37 of Law on Road Traffic Order and Safety 2024 regulating license plate auctions:
Article 37. License Plate Auction
- License plates put up for auction include automobile, motorcycle, and moped license plates as specified in points c and d, clause 2, Article 36 of this Law, publicly available for organizations and individuals to choose and register for auction participation. License plates not selected by organizations or individuals for auction registration are transferred to the vehicle registration and management system for registration in accordance with the law.
- The starting price of an automobile license plate auction is no less than 40 million VND; the starting price of a motorcycle or moped license plate auction is no less than 5 million VND.
- The deposit amount is not less than the starting price of the license plate type put up for auction.
