When is it permitted to carry two passengers on a motorcycle?

Regarding your issue, Clause 1, Article 30 of the Road Traffic Law 2008 stipulates as follows:
Drivers of two-wheeled motorbikes and mopeds are only allowed to carry one person, except in the following cases where they are allowed to carry up to two people:
- Transporting a patient for emergency treatment;
- Escorting a person who is violating the law;
- Children under 14 years old.
=> Therefore, in the above three cases, a motorbike driver is allowed to carry up to 02 people.
Additionally, according to Point b, Clause 4, Article 6 of Decree 46/2016/ND-CP which regulates administrative penalties in the field of road and railway traffic issued by the Prime Minister of the Government of Vietnam, the act of carrying 03 (three) or more people on a motorbike will be fined from VND 300,000 to VND 400,000.
