Pursuant to Article 5 of the Circular 32/2023/TT-BCA stipulating routes and areas does the Traffic Police Department in Vietnam patrol, monitor, and handle violations in as follows:

Routes and areas patrolled, monitored, and handled by the Traffic Police Department

1. The Traffic Police Department directs the Traffic Guidance and Control Department for Roads and Railways to deploy forces and organize patrols, checks, and handling of violations on expressways that cross the administrative boundaries of two or more centrally administered provinces or cities.

2. In case of necessity, organize forces to directly carry out or lead and coordinate with the police of units, localities, and relevant forces to carry out patrols, checks, and handling of violations on all roads in the country under the plan issued by the Director of the Traffic Police Department or higher.

According to the regulations above, the Traffic Police Department patrols, inspects, and handles violations of road and rail traffic, deploys forces, and organizes patrols, inspects, and handling of violations on expressways that cross the administrative boundaries of two or more centrally administered provinces or cities.

In case of necessity, the Traffic Police Department directly carries out or leads and coordinates with the police of units, localities, and relevant forces to carry out patrols, isnpects, and handling of violations on all roads in the country under the plan issued by the Director of the Traffic Police Department or higher.

Pursuant to Clause 1 and 2, Article 11 of the Circular 32/2023/TT-BCA stipulating public patrol and inspection with undercover as follows:

1. A Traffic Police Squad is assigned a team of undercover officers (in normal clothes), working with the team of public patrol and control officers according to a plan issued by the competent authority under the provisions of Clause 3 of this Article to carry out the task of patrol, control, and handling violations on the assigned routes and areas.

2. Cases of public patrol and control combined with undercover include:

a) Using technical equipment and equipment to improve the effectiveness of the work of ensuring traffic order and safety on roads;

b) Fighting against crime; the security situation, order, or traffic order and safety on roads is complex.

Pursuant to Clause 4 Article 11 of the Circular 32/2023/TT-BCA stipulating requirements for public patrol and inspection with undercover of traffic police in Vietnam as follows:

- Must have a patrol and control plan issued by a competent authority.

- Must specify the content of the plan:

+ Methods of implementation;

+ Forces;

+ Uniforms;

+ Communication methods, time, routes, and areas for patrol and control;

+ Vehicles;

+ Technical equipment and equipment;

+ Weapons, tools, and other technical equipment used for patrol and control.

+ The undercover and public patrol and control units within the Traffic Police Squad must maintain a suitable distance to ensure timely and legal handling of violations.

+ The undercover unit is responsible for directly observing, using technical equipment and equipment to monitor the traffic situation, detect violations of the law on road traffic and other violations of the law;

+ When a violation is detected, it must be immediately reported to the public patrol and control unit for the vehicle to be stopped, inspected, and handled in accordance with regulations.

+ In the case of detecting serious violations of road traffic, social security and order, if not prevented in time, it will cause dangerous consequences to society, causing damage to the property of agencies, organizations, individuals, and harm to the lives and health of road users, then use the police officer's identity card to inform and mobilize the people to cooperate to immediately stop the violation;

+ Report and cooperate with the public patrol and control unit to resolve at the place of detection of the violation or take the violator to the nearest police station to resolve in accordance with regulations.
