What are procedures for revoking vehicle registration certificates and license plates in Vietnam?
Pursuant to Article 26 of Circular 79/2024/TT-BCA stipulating the procedures for revoking vehicle registration certificate and license plates:
Article 26. Procedures for Revoking Vehicle Registration Certificate and License Plates
- The revocation of the vehicle registration certificate and license plates shall be conducted via the fully online public service for motor vehicles that have exceeded their lifespan, are damaged beyond repair, discarded, lost and cannot be found, or when the vehicle owner requests the revocation of the registration certificate and license plates.
a) The vehicle owner shall fill out the application form for the revocation of the vehicle registration certificate and license plates on the public service portal and submit the vehicle registration certificate and license plates to the vehicle registration authority through public postal services.
b) Upon receiving and verifying that the application is valid, the vehicle registration authority shall issue a revocation certificate of the vehicle registration certificate and license plates, sign it digitally, and return the results to the vehicle owner through the public service portal.

The procedures for revoking the vehicle registration certificate and license plates are as follows:
[1] Conduct the revocation of the vehicle registration certificate and license plates via the fully online public service for motor vehicles that have exceeded their lifespan, are damaged beyond repair, discarded, lost and not found, or when the owner requests the revocation of registration certificate and license plates.
Step 1: The vehicle owner shall fill out the application form for the revocation of the vehicle registration certificate and license plates on the public service portal and submit the certificate and license plates to the registration authority through public postal services.
Step 2: After receiving and verifying the validity of the application, the vehicle registration authority shall issue a revocation certificate of the vehicle registration certificate and license plates, digitally sign it, and return the results to the vehicle owner on the public service portal.
[2] Conduct the revocation of the vehicle registration certificate and license plates via partially online public service or directly at the vehicle registration authority
Step 1: The vehicle owner shall fill out the application form for the revocation of the vehicle registration certificate and license plates on the public service portal or directly at the vehicle registration authority, submit the revocation application in accordance with Article 25 of Circular 79/2024/TT-BCA, and receive an appointment note for result collection as prescribed;
Step 2: Upon receiving and verifying the validity of the application, the vehicle registration authority shall issue 02 copies of the revocation certificate of the vehicle registration certificate and license plates as prescribed (01 copy for the vehicle owner; 01 copy for the vehicle record).
For temporary importation, re-exportation vehicles of individuals entitled to diplomatic privileges, 03 copies of the revocation certificate of the vehicle registration certificate and license plates shall be issued (02 copies for the vehicle owner to submit to customs and vehicle registration authorities, 01 copy for the vehicle record).
In cases of revocation as per point a, point b, clause 6, Article 39 of the 2024 Road Traffic Order and Safety Law, the revocation certificate of the vehicle registration certificate and license plates must have the engine and chassis numbers embossed and stamped across by the vehicle registration authority.
What is the time frame for issuing the revocation of vehicle registration certificate and license plates in Vietnam?
According to clause 3, Article 7 of Circular 79/2024/TT-BCA, the timeframe for issuing the revocation of the vehicle registration certificate and license plates is stipulated as follows:
- For fully online public service procedures: No more than 08 working hours, from the time of receiving a complete and valid application
- For partially online public service procedures or direct procedures at the vehicle registration authority: No more than 02 working days, from the day of receiving a complete and valid application
- Issuing a revocation certificate of the vehicle registration certificate and license plates, in case the registration certificate and license plates are lost: Verification must be conducted within 30 days from the date of receiving a complete and valid application; after verification, if conditions are met, the revocation certificate of the vehicle registration certificate and license plates shall be issued within 02 working days
- Issuing a copy of the revocation certificate of the vehicle registration certificate and license plates: Verification must be conducted within 30 days from the date of receiving a complete and valid application; after verification, if conditions are met, a copy of the revocation certificate of the vehicle registration certificate and license plates shall be issued within 02 working days.
