What is the organizational structure of the port authorities in Vietnam?
Based on Article 5 of Circular 19/2021/TT-BGTVT (Effective from November 1, 2021), the organizational structure of the port authorities in Vietnam is regulated as follows:

Professional Departments:
a) Organization - Administration Department;
b) Finance - Accounting Department;
c) Maritime Legal Department;
d) Ship Procedures Department (at the port authorities of: Quang Ninh, Hai Phong, Vung Tau, Ho Chi Minh City);
dd) Maritime Inspection Department;
e) Maritime Safety - Security Department;
g) Maritime Traffic Coordination Department (at the port authorities of: Hai Phong, Ho Chi Minh City).

Representative of the Maritime Port Authority
The Representative of the Maritime Port Authority performs the task of state management in the maritime sector within the port waters and the management area assigned by the Director of the Maritime Port Authority; and is authorized to use its own seal according to regulations.
The General Director of the Vietnam Maritime Administration decides on the establishment, reorganization, and dissolution of the Representative of the Maritime Port Authority based on the proposal of the Director of the Maritime Port Authority.

In the case where the number of departments of the Maritime Port Authority is fewer than the number specified in Clause 1 of this Article, the General Director of the Vietnam Maritime Administration determines the reorganization of the departments, ensuring compliance with the functions, tasks, and legal regulations after obtaining the approval of the Ministry of Transport.

The Director of the Maritime Port Authority defines the functions, tasks, and powers of the professional departments; and stipulates the functions, tasks, and management scope of the Representatives of the Maritime Port Authority according to regulations.
