c) For car license plates, the background color is white, and the characters and numbers are black. The license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z, issued for domestic organizations, individuals, not falling under the subjects regulated in point a of this clause;

d) For motorcycle license plates, the background color is white, and the characters and numbers are black. The license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z, combined with one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z, issued for domestic organizations, individuals, not falling under the subjects regulated in point a of this clause;

Do vehicles with registered 5-digit license plates with the symbol "LD" need to register for a distinctive license plate in Vietnam?

According to Article 39 of Circular 24/2023/TT-BCA, the specific provisions regarding the transfer clause are as follows:

Transfer provisions:

1. For vehicles registered with 5-digit license plates before the effective date of this Circular and have not undergone the revocation procedure, those license plate numbers are considered distinctive license plates of the vehicle owner.

2. For vehicles registered with 5-digit license plates, if the vehicle owner has undergone the revocation procedure before the effective date of this Circular, those license plate numbers will be transferred to the license plate stock for issuance according to regulations.

3. For vehicles registered with 5-digit license plates with the symbols "LD", "DA", "MD", "R", they are still allowed to participate in traffic, even when replacing or reissuing license plates, unless the vehicle owner requests to be issued a distinctive license plate according to the provisions of this Circular.

4. For vehicles registered with 3 or 4-digit license plates, they are still allowed to participate in traffic, except in cases where the vehicle owner requests a distinctive license plate or when the vehicle owner carries out procedures for changing vehicle registration certificates, changing license plates, reissuing vehicle registration certificates, reissuing license plates, or transferring ownership according to the provisions of this Circular. In such cases, the 3 or 4-digit license plates will be revoked and replaced with distinctive license plates as prescribed.

5. For communal-level police authorized to register motorcycles before the effective date of this Circular, they shall continue to carry out vehicle registration according to the provisions of this Circular.

6. The sample vehicle registration certificate issued with Circular 58/2020/TT-BCA of the Minister of Public Security and 5-digit license plates for cars, trailers, semi-trailers, and motorcycles produced before the effective date of this Circular can continue to be used until exhausted.

Therefore, if a vehicle is registered with a 5-digit license plate with the symbols "LD", "DA", "MD", "R", there is no need to register for a distinctive license plate, even when replacing or reissuing the license plate.

However, if the vehicle owner wishes to be issued a distinctive license plate, it can still be provided according to the regulations.
