Other foreign organizations or individuals (representative agencies of intergovernmental international organizations outside the United Nations system, representative agencies of non-governmental organizations, international organizations' delegations, members of agencies and other organizations) not mentioned in Clauses 1 and 2 of this Article, but exempted from paying or not required to pay registration and license plate fees according to international commitments, international treaties to which the Socialist Republic of Vietnam is a member or international agreements between the contracting Vietnamese parties and foreign contracting parties. In Article 7 of Circular 24/2023/TT-BCA, regulations on the time limit for reissuing a vehicle identification plate are as follows:

Resolution Time for Vehicle Registration

1. Issuance of vehicle registration certificate: No more than 02 working days from the date of receipt of complete valid documents, except in cases where it is required to verify lost vehicle registration certificates as prescribed in Clause 2 of this Article.

2. The time limit for verifying the loss of a vehicle registration certificate when handling the procedures for reissuing the vehicle registration certificate is 30 days; the verification period is not included in the time limit for resolving the reissuance of the vehicle registration certificate stipulated in Clause 1 of this Article.

3. Issuance of the first identification plate: Immediate issuance upon receipt of valid vehicle registration documents.

4. Reissuance of a license plate, change of a license plate, issuance of an auctioned license plate, reissuance of an identification plate: No more than 07 working days from the date of receipt of complete valid documents.

5. Issuance of temporary vehicle registration, issuance of a certificate of withdrawal of registration, and license plate:

a) If implementing the entire process of an online public service on the public service portal: After the applicant declares the temporary vehicle registration form or the withdrawal registration form, license plate; paying the fee as prescribed (for temporary vehicle registration), the vehicle registration agency will check the documents to ensure their validity and return the administrative procedure resolution results within 08 working hours from the time of receipt of documents from the public service portal;

b) In case of implementing an online public service partially: 01 working day (for temporary vehicle registration); no more than 02 working days from the date of receipt of complete valid documents (for the issuance of a certificate of registration withdrawal and license plate).

6. The time to return vehicle registration results as prescribed in Clauses 1, 3, 4, and 5 of this Article is counted from the date of receipt of complete valid documents and the vehicle registration and management system has received the verification results regarding the completion of vehicle registration fee payments from the public service portal.
