Section 2, Article 3 of Decree 05/2021/ND-CP (Effective from March 10, 2021) stipulates the regulations on airport and aerodrome operators as follows:
The airport and aerodrome operator is an organization directly operating airport infrastructure and other essential facilities of the airport and aerodrome, except for the facilities and establishments ensuring flight operations managed and operated by the flight operation assurance enterprises, and certified for airport and aerodrome operations by the Civil Aviation Authority of Vietnam.
