According to Point b, Clause 1, Article 39 of the Road Traffic Law 2008, a provincial road is understood as follows:
A provincial road is a road connecting the administrative center of a province with the administrative center of a district or the administrative center of an adjacent province; a road that holds an important position for the economic and social development of the province.
Some other related definitions regarding the classification of roads
A national highway is a road connecting the capital Hanoi with provincial administrative centers; a road connecting provincial administrative centers of three or more localities; a road connecting international seaports, international airports to international border gates, main border gates on roads; a road that holds a particularly important position for the economic and social development of the region or area;
What is a District Road?
A district road is a road connecting the administrative center of a district with the administrative center of a commune, a cluster of communes, or the administrative center of an adjacent district; a road that holds an important position for the economic and social development of the district;
A communal road is a road connecting the administrative center of a commune with villages, hamlets, quarters, and equivalent units or a road connecting with adjacent communes; a road that holds an important position for the economic and social development of the commune;
An urban road is a road within the administrative boundaries of inner cities or towns;
A dedicated road is a road specifically serving the transportation and travel needs of one or several agencies, organizations, or individuals.
Who has authority over the classification of provincial roads?
Based on Point b, Clause 2, Article 39 of this law, the authority is stipulated as follows:
The authority to classify and regulate road systems is as follows:
- The national highway system is decided by the Minister of Transport;
- The provincial road and urban road systems are decided by the Chairman of the Provincial People's Committee after consultation with the Ministry of Transport (for provincial roads) and consultation with the Ministry of Transport and the Ministry of Construction (for urban roads);
