According to Clause 5, Article 3 of Circular 170/2021/TT-BQP, the following definitions apply:

5. Military driving license
A military driving license is a driving license issued by the Minister of Defense to the Army Vehicle Department/General Department of Technical to military personnel, civil servants, public employees, and contract workers working in the Ministry of Defense to drive one or more types of motor vehicles participating in road traffic.

As regulations above, the military driving license is issued by the Minister of Defense of Vietnam, who has authorized the Army Vehicle Department/General Department of Technical to do so.
The military driving license is issued to military personnel, civil servants, public employees, and contract workers working in the Ministry of Defense to drive one or more types of motor vehicles participating in road traffic.

What are categories of military driver's licenses in Vietnam?
Article 6 of Circular 170/2021/TT-BQP provides for the following categories of military driver's licenses:
- Category A1: Issued to persons who drive motorcycles with a cylinder capacity of 50 cm3 to less than 175 cm3 or an engine with a rated power equivalent.
- Category A2: Issued to persons who drive motorcycles with a cylinder capacity of 175 cm3 or more or an engine with a rated power equivalent, and the types of vehicles specified for military driving licenses of category A1.
- Category A3: Issued to persons who drive three-wheeled motorcycles and similar types of vehicles; the types of vehicles specified for military driving licenses of category A1.
- Category B2: Issued to persons who drive passenger cars up to 9 seats (including the driver's seat); trucks, including special purpose vehicles, tractors with a load capacity of less than 3,500 kg.
- Category C: Issued to persons who drive commercial vehicles, including special purpose vehicles, tractors with a load capacity of 3,500 kg or more, and the types of vehicles specified for military driving licenses of category B2.
- Category D: Issued to persons who drive passenger cars from 10 to 30 seats (including the driver's seat), and the types of vehicles specified for military driving licenses of category B2, C.
- Category E: Issued to persons who drive passenger cars over 30 seats (including the driver's seat), and the types of vehicles specified for military driving licenses of category B2, C, D.
- Category Fc: Issued to persons who already have a military driving license of category C to drive the types of vehicles specified for category C when towing a trailer or military weapons and equipment in trailer form; tractor towing a semi-trailer or military weapons and equipment in semi-trailer form.
- Category Fx: Issued to persons who already have a military driving license of category C to drive tracked vehicles towing military weapons and equipment.
For persons with a military driving license of category B2, C, D, E, when driving the corresponding types of vehicles, they may tow a trailer or military weapons and equipment in trailer form with a load capacity of not more than 750 kg.
What is the validity period of the military driver's licenses in Vietnam?
Article 7 of Circular 170/2021/TT-BQP provides for the following provisions on the validity of military driver's licenses:
Model and validity of military driver's licenses
1. Model of military driver's licenses:
a) Military driver's licenses shall be issued in accordance with Forms 08 and 09 attached to this Circular.
b) The Director of the Army Vehicle Department/General Department of Technical is responsible for managing the use of military driver's licenses in the Ministry of Defense.
2. Validity of driver's driving licenses:
a) Military driver's licenses of categories A1, A2, and A3 have no expiration date.
b) Military driver's licenses of categories B2, C, D, E, Fc, and Fx have a validity of 5 years from the date of issuance.
In cases of issuance or renewal for other reasons, the validity period shall be as indicated on the military driver's license.
