What is a Dual Carriageway?
As stated in Article 3 of the National Technical Regulation QCVN 41:2019/BGTVT on road signs:
A dual carriageway is a road where the directions for going and returning are distinguished by a central reservation (if distinguished by painted lines, it is not considered a dual carriageway).
In addition, the Regulation also specifies:
- A road reserved for motor vehicles consists of a route, part of the road, or a lane exclusively for motor vehicles, separated from the part of the road for non-motorized vehicles and pedestrians by a central reservation or continuous longitudinal painted lines and indicated by road signs or painted lines.
- A road reserved for certain types of vehicles consists of a route, part of the road, or a lane exclusively for one or a few types of vehicles, separated from the part of the road for other vehicles, and indicated by road signs or painted lines.
- A road reserved for non-motorized vehicles and pedestrians consists of a route, part of the road, or a lane distinguished from the part of the road reserved for motor vehicles by central reservations or continuous longitudinal painted lines.
- A priority road is a road on which vehicles participating in traffic are given way by vehicles coming from other directions at intersections, as indicated by priority road signs.
Is it punishable to push a motorbike into a road with a "No Motorbikes" sign?
According to Annex B of the National Technical Regulation QCVN 41:2019/BGTVT on the meaning and use of prohibited signs:
B.4 Sign No. P.104 "No Motorbikes"
To indicate a road where motorbikes are prohibited, except for priority vehicles as regulated, Sign No. P.104 "No Motorbikes" is placed. This sign does not apply to individuals pushing motorbikes.

According to the above regulation, Sign P.104 "No Motorbikes" does not prohibit individuals from pushing motorbikes. This means you are allowed to push your motorbike into a road with this sign. Therefore, the traffic police penalizing you for entering a road where motorbikes are prohibited is not in accordance with the law.
In this case, you may file a complaint regarding the traffic police's penalization.
