Pursuant to Clause 1 Article 16 of the Circular 32/2023/TT-BCA, the traffic police officers who are on duty for patrol and inspection in accordance with the plan stop vehicles for inspection in Vietnam in following cases:
- They directly observe or use technical equipment to detect and collect evidence of violations of traffic laws and other laws.
- They are carrying out orders or plans for general inspections of vehicles to ensure road traffic order, safety, and social order; and plans for patrolling, inspection, and handling violations of laws and regulations to ensure road traffic order, safety, and social order that have been issued by competent authorities.
- They have a written request from the head or deputy head of the investigative agency.
- They have a written request from relevant agencies to stop vehicles for inspection to support the work of ensuring security and order; combating crime; preventing and fighting natural disasters, fires, and explosions; preventing and fighting epidemics; and rescue and relief operations and other violations of the law.
- They have received reports, feedback, recommendations, or denunciations from organizations or individuals about violations of the law by people and vehicles involved in road traffic.
