Pursuant to Clause 1 Article 16 of the Circular 32/2023/TT-BCA, the traffic police officers who are on duty for patrol and inspection in accordance with the plan stop vehicles for inspection in Vietnam in following cases:
- They directly observe or use technical equipment to detect and collect evidence of violations of traffic laws and other laws.
- They are carrying out orders or plans for general inspections of vehicles to ensure road traffic order, safety, and social order; and plans for patrolling, inspection, and handling violations of laws and regulations to ensure road traffic order, safety, and social order that have been issued by competent authorities.
- They have a written request from the head or deputy head of the investigative agency.
- They have a written request from relevant agencies to stop vehicles for inspection to support the work of ensuring security and order; combating crime; preventing and fighting natural disasters, fires, and explosions; preventing and fighting epidemics; and rescue and relief operations and other violations of the law.
- They have received reports, feedback, recommendations, or denunciations from organizations or individuals about violations of the law by people and vehicles involved in road traffic.

Driving license; Certificate of training on traffic law, Driver's license, Certificate of driving specialized vehicles; Vehicle registration certificate or a certified copy of the Vehicle registration certificate with the original receipt from the financial institution still valid (during the period the financial institution holds the original Vehicle registration certificate); Certificate of inspection, safety and environmental technical inspection sticker, Certificate of confirmation of the validity period of the Certificate of inspection and Inspection sticker (for types of vehicles that are required to be inspected); Certificate of compulsory civil liability insurance for motor vehicle owners and other necessary documents related to the regulations (hereinafter referred to as documents). When the databases are connected to the electronic identification and authentication system, and the information on the status of the documents is identified, the inspection through checking and comparing the information of those documents in the electronic identification account is equivalent to checking the documents directly;
