What are regulations on documentation submitted to apply for registration of specialized vehicles in Vietnam?

Pursuant to Article 5 of the Circular 22/2019/TT-BGTVT stipulating documentation submitted to apply for registration of specialized vehicles in Vietnam:

Documentation submitted to apply for registration of specialized vehicles

1. Application package for the initial registration of specialized vehicles shall be composed of the followings:

a) specialized vehicle registration form made using the form No. 2 of Appendix 2 hereto;

b) Original copy of written document evidencing ownership of specialized vehicle made under Article 3 herein, except as prescribed in clause 3 of Article 19 herein;

c) Original copy of written document clarifying the origin of specialized vehicle made under Article 4 herein, except as prescribed in clause 3 of Article 19 herein.

2. Temporarily imported or re-exported specialized vehicles specified in foreign investment programs or projects in Vietnam or ODA-funded projects in Vietnam shall be required to obtain registration valid for a definite term. Registration documentation shall comprise:

a) Definite-term specialized vehicle registration form made using the form No. 3 of Appendix 2 hereto;

b) Investment certificate or investment registration certificate (duplicate thereof, and presenting original or certified true copy thereof for checking of consistency thereof is required);

c) Original copy of written document evidencing ownership of specialized vehicle made under Article 3 herein, except as prescribed in clause 3 of Article 19 herein;

d) Original copy of written document clarifying the origin of specialized vehicle made under Article 4 herein, except as prescribed in clause 3 of Article 19 herein.

3. specialized vehicles, yet registered, when running on the road, must be temporarily registered. Registration documentation shall comprise:

a) Application form for Certificate of temporary specialized vehicle registration prepared by using the form No. 4 of Appendix 2 hereto;

b) Written document stating ownership of specialized vehicles prepared in accordance with Article 3 herein (duplicate thereof and presenting original copy thereof for checking of consistency or certified true copy is required);

c) Written document clarifying the origin of specialized vehicles made in accordance with Article 4 herein (duplicate thereof and presenting original copy thereof for checking of consistency or certified true copy is required);

As regulated above, specialized vehicles, yet registered, when running on the road, must be temporarily registered. Registration documentation shall comprise:

Pursuant to Clause 4 Article 3 of the Circular 84/2014/TT-BGTVT stipulating specialized vehicles:

Interpretation of terms

In this Circular, some terms are construed as follows:

1. Road bridges mean the works that provide passage over physical obstacles with spans of below six meters as part of a road.

2. Road vehicles include means of road transport and specialized vehicles.

3. Means of road transport mean road motor vehicles and non-motorized vehicles.

4. Specialized vehicles include work vehicles, agricultural and forestry vehicles, and other types of specialized vehicles used for National defense and security and participating in road traffic.

5. Road motor vehicles include automobiles, tractors, trailers or semi-trailers pulled by automotive vehicles, tractors; two-wheeled, three-wheeled motor vehicles; motorbikes (including powered bikes) and similar vehicles.

6. Monocoque body vehicle means a type of vehicle in which the body is integral with the chassis

7. Tractor-trailer means the combination of a tractor unit and one or more semi-trailers to carry freight.

8. Gross vehicle weight includes weight of the vehicle itself, passengers and cargo.

10. Gross axle weight means total vehicle weight that is distributed on each axle (single axle, double-axle, triple axle)

11. Basic length of vehicle means the distance from the first wheel axle to the last wheel axle of the vehicle or combination of vehicles.

12. Bridge load capacity means permissible load capacity of a bridge to ensure safe and sustainable operation of the bridge. Bridge load capacity is determined according to design documentation and actual technical conditions of the bridge, announced by competent agencies or described in bridge signs.
