Pursuant to Article 37 of the Circular 25/2022/TT-BGTVT (effective from December 15, 2022) stipulating responsibilities of the Civil Aviation Authority of Vietnam in the guarantee of special aircraft and special-cabin flights as follows:

1. Receive and deploy notices of Vietnam's special aircraft and special-cabin flights and foreign special aircraft flights.

2. Direct and supervise aviation agencies and units to conduct special aircraft and special-cabin flights, and take measures to ensure security and safety for special aircraft and special-cabin flights; implement the document on the exemption from security inspection for the cases specified in Clause 2, Article 35 of this Circular; urge and monitor the preparation of special aircraft and special-cabin flights; coordinate in handling unusual situations during the performance of special aircraft and specialized compartment duties.

3. Issue aviation security control cards with long-term validity to regular attendants of special aircraft and special-cabin flights as prescribed; deploy notification of card or pin samples of officers and soldiers of the Guard Command - Ministry of Public Security when on duty to serve and ensure security for special aircraft and special-cabin flights; allowed card samples, list of card issuance of subjects directly participating in serving international events at airports are issued by the Guard Command - Ministry of Public Security.

What are responsibilities of the Airport Authority in the guarantee of special aircraft and special-cabin flights in Vietnam?

Pursuant to Article 38 of the Circular 25/2022/TT-BGTVT (effective from December 15, 2022) stipulating responsibilities of the Airport Authority in the guarantee of special aircraft and special-cabin flights in Vietnam as follows:

1. Receive the special aircraft and special-cabin duties from the Civil Aviation Authority of Vietnam.

2. Organize the implementation of the assurance of special aircraft and special-cabin flights to state management agencies, aviation service providers operating at airports and aerodromes to declare special aircraft duties, specialized compartments; coordinate with relevant agencies and organizations in performing the task of ensuring special aircraft and specialized compartments.

3. Directly supervise the performance of special aircraft and special-cabin duties, compliance with technical standards, and ensure security and safety for special aircraft and special-cabin flights of organizations and individuals at the airport under the management responsibility.

What are responsibilities of airport operators at airports or aerodromes where special aircraft take off and land regarding the work of securing special aircraft and special-cabin flights in Vietnam?

Pursuant to Article 39 of the Circular 25/2022/TT-BGTVT (effective from December 15, 2022) stipulating responsibilities of airport operators at airports or aerodromes where special aircraft take off and land regarding the work of securing special aircraft and special-cabin flights in Vietnam as follows:

1. Develop procedures for serving special aircraft and special-cabin flights in the airport operation documents and report to the Civil Aviation Authority of Vietnam.

2. Determine the apron area, aircraft parking location, guest house to serve special aircraft and special-cabin flights; assume the prime responsibility for, and coordinate with aviation service providers at, airports and aerodromes in organizing special flights, special cabins of Vietnam and flights of foreign planes; arrange guard forces for the special aircraft and assume the prime responsibility for coordinating guarding to protect the special aircraft.

3. Inspect runways, taxiways, and aprons; Save the certificate of fuel quality inspection, jet fuel sample until the aircraft lands safely at the arrival airport.

4. Notice of restriction on exploitation at the airport when there is a special aircraft flight; promptly notify agencies and units as prescribed in Clause 2, Article 24 of this Circular in case the scheduled take-off and landing time of a special aircraft is different from the scheduled time in the air traffic flight plan. more than 10 minutes.

5. Assume the prime responsibility for ensuring the safety of fire and explosion prevention and control for special-purpose and special-cabin aircraft, subjects eligible for service on special flights of Vietnam and foreign countries, high-ranking delegations from Vietnam, a group of high-ranking foreign guests accompanying the special plane to and from Vietnam and luggage and cargo in the airport area; coordinate in ensuring the security of special aircraft and special-cabin flights.

6. Create all favorable conditions for service departments, prepare special aircraft for duty, ensure take-off and landing schedule of special aircraft.

7. Coordinate the organization of welcome and farewell ceremonies in accordance with the nature of the special aircraft's duties and meet the requirements of competent agencies.

8. For foreign special aircraft flights, airport and aerodrome operators shall coordinate with responsible agencies of the Ministry of Foreign Affairs and the Ministry of Public Security to ensure enhanced security and safety for aircrafts are allowed to serve foreign flights at Vietnam's airports at the request of foreign parties.

9. Ensure security for special aircraft, special aircraft passengers and cargo and luggage of special aircraft delegations in airports and airfields.
