What is the required time for using headlights of cars in Vietnam?

Pursuant to Article 27 of the Law on Road Traffic in 2008 stipulating traffic in road tunnels:

Traffic in road tunnels

Operators of vehicles traveling in road tunnels, apart from complying with traffic rules provided in this Law, shall also observe the following provisions:

1. Motor vehicles and special-use vehicles must switch on their lamps and rudimentary vehicles must switch on their lamps or carry luminous signal devices;

2. They may only stand and park their vehicles at prescribed places.

Pursuant to Clause 3.g Article 5 of the Decree 100/2019/ND-CP stipulating following regulations:

Penalties imposed upon operators of cars and car-like vehicles violating traffic rules

3. A fine ranging from VND 800,000 to VND 1,000,000 shall be imposed upon a vehicle operator who commits any of the following violations:

g) Failure to turn on the lights or using insufficient lighting from 7 pm to 5 am or in a foggy or bad weather when visibility is short; using the full beam when facing oncoming vehicles;

As regulations above, operators of cars must turn on their headlights from 7 pm to 5 am.

They also have to turn on cars' headlights in following cases:

Penalties imposed upon operators of cars and car-like vehicles violating traffic rules

3. A fine ranging from VND 800,000 to VND 1,000,000 shall be imposed upon a vehicle operator who commits any of the following violations:

a) Exceeding the speed limits by from 5 km/h to under 10 km/h;

b) Continuously honking, revving up the engine, using air horns or high beam in an urban area or residential area, except for emergency vehicles on duty;

c) Turning without slowing down or signaling (unless going along a curved segment where there is no intersection);

d) Failure to obey the regulations on stopping or parking at intersection with the railway; stopping or parking within the railway safety perimeter, except for the violations specified in Point b Clause 2, Point b Clause 3 Article 49 hereof;

g) Failure to turn on the lights or using insufficient lighting from 7 pm to 5 am or in a foggy or bad weather when visibility is short; using the full beam when facing oncoming vehicles;

In what cases are traffic police in Vietnam allowed to stop vehicles for inspection and control?

Based on Clause 1 Article 16 of Circular 32/2023/TT-BCA stipulating regulations on stopping vehicles for inspection and control:

Stopping vehicles for inspection and control

1. Traffic police officers performing patrol and control duties according to plans are allowed to stop vehicles for inspection and control in the following cases:

a) Directly detecting or through vehicles, technical equipment for professional detection, and collection of violations of road traffic laws and other legal violations.

b) Implementing orders, plans for overall control of road traffic vehicles, plans for patrols, inspections, and handling of violations approved by authorized authorities.

c) Having a written request from the Chief, Deputy Chief of the investigating agency; a written request from relevant functional agencies to stop vehicles for inspection and control for the purpose of ensuring security, order, fighting against crimes, disaster prevention, fire prevention, epidemic prevention, rescue, and other legal violations. The request must specify the time, route, the vehicles to be stopped for inspection and control, and the coordinating forces.

d) Receiving reports, feedback, suggestions, accusations from organizations and individuals regarding violations of laws by individuals and vehicles participating in road traffic.

Therefore, the traffic police are allowed to stop vehicles for inspection and control in following cases:
