Pursuant to Clause 2, Article 6 of Decree 168/2024/ND-CP on penalties, including point deductions from the driver license of operators of automobiles, four-wheeled motor passenger vehicles, four-wheeled motor cargo vehicles, and similar types of vehicles violating road traffic regulations:
Article 6. Penalties and point deductions from the driver license of operators of automobiles, four-wheeled motor passenger vehicles, four-wheeled motor cargo vehicles, and similar types of vehicles violating road traffic regulations

- A fine ranging from 600,000 VND to 800,000 VND is imposed on operators of vehicles committing one of the following violations:
a) Changing lanes at unauthorized locations or without prior signaling, or changing lanes contrary to the requirement "each lane change is permitted only to an adjacent lane," except violations specified at Point g Clause 5 of this Article;
b) Carrying passengers in the cab exceeding the prescribed limit;
c) Failing to comply with regulations on yielding at intersections, except violations specified at Points n and o Clause 5 of this Article;
d) Stopping or parking the vehicle on the carriageway in non-urban areas where there is a wide road shoulder; stopping or parking not close to the right-hand side edge of the road in places with a narrow road shoulder or without a shoulder; stopping or parking against the traffic flow direction of the lane; stopping or parking on the fixed median strip between two roadway sections; parking on a slope without wheel chocks;

Based on Article 18 of the Law on Road Traffic Order and Safety 2024 stipulating stopping and parking of vehicles:
Article 18. Stopping and Parking of Vehicles
- Stopping is the temporary stationary state of a vehicle for a necessary duration sufficient for passengers to board, disembark, load, unload goods, perform technical inspections, or other activities. When stopping a vehicle, the engine should not be turned off and the driver should not leave the driving position, except to close or open the vehicle door, load or unload goods, or perform technical inspections, but must use the parking brake or take other safety measures.
- Parking is the stationary state of a vehicle without time limitation. When parking, the operator must use the parking brake or take other safety measures. On slopes, the wheels must be steered towards the road shoulder, with wheel chocks in place.
- Operators of road traffic vehicles, when stopping or parking on roads, must comply with the following regulations:
a) Signal to inform other road traffic participants when entering or exiting the stopping or parking position;
b) Avoid affecting pedestrians and other road traffic vehicles.

- Before opening a vehicle door, the person opening the door must observe the front, rear, and the side the door is on and only open the door when it is safe to do so; the door should not remain open if safety cannot be ensured.
