What are the fines for arbitrarily changing color of motorbikes in Vietnam?
Pursuant to Article 55 of the Law on Road Traffic in 2008 stipulating assurance of quality, technical safety and environmental protection standards of motor vehicles joining in road traffic in Vietnam as follows:
1. The manufacture, assembly, modification, repair, maintenance and import of motor vehicles to join in road traffic must comply with regulations on quality, technical safety and environmental protection standards. It is strictly forbidden to transform automobiles of other types into passenger cars.
2. Owners of vehicles may not alter the structure, components or systems of their motor vehicles against the manufacturer designs or modification designs already approved by competent agencies.
3. Automobiles and trailers or semi-trailers pulled by automobiles joining in road traffic must be periodically inspected in terms of technical safety and environmental protection (below referred to as inspection).
4. The heads of register units and persons directly conducting inspection shall take responsibility for the confirmation of inspection results.
5. Vehicle owners and drivers shall maintain the technical status of their vehicles joining in road traffic according to the prescribed standards between two inspections.
6. The Minister of Transport shall stipulate conditions, standards for and grant of permits to motor vehicle register units; and stipulate and organize the inspection of motor vehicles. The Minister of Defense and the Minister of Public Security shall stipulate and organize the inspection of army and police motor vehicles used for defense and security purposes.
Pursuant to Clause 1 Article 30 of the Decree 100/2019/NĐ-CP (supplemented by Clause 17.c Article 2 of the Decree 123/2021/NĐ-CP) stipulating penalties imposed upon vehicle owners as follows:
1. For owners of mopeds and motorcycles: A fine ranging from VND 100,000 to VND 200,000 shall be imposed upon an individual, from VND 200.000 to VND 400.000 upon an organization which deliberately changes brand and color of vehicle causing inconsistent with certificate of vehicle registration.
As regulations above, owners of motorbikes may not arbitrarily alter the structure, components or systems of their motor vehicles against the manufacturer designs or modification designs already approved by competent agencies. Therefore, you are not allowed to change the color of your vehicle, which is inconsistent with certificate of vehicle registration. If you arbitrarily change it, you shall be fined from VND 100,000 to VND 200,000.

Pursuant to Clause 5 Article 30 of the Decree 100/2019/NĐ-CP (supplemented by Clause 17.d Article 2 of the Decree 123/2021/NĐ-CP) stipulating penalties imposed upon vehicle owners as follows:
5. For owners of mopeds and motorcycles: A fine ranging from VND 800,000 to VND 2,000,000 shall be imposed upon an individual, from VND 1,600,000 to VND 4,000,000 upon an organization that commits any of the following violations:
a) Deliberately cutting, welding and punching to modify chassis number and engine number; operating vehicles whose chassis number and engine number have been modified due to being cut, welded and punched;
b) Falsifying or forging the documents about vehicle registration;
c) Changing the chassis, engine, shape, size, or functions of the vehicle;
d) Providing false information or using fraudulent documents to apply for the license plate or Certificate of vehicle registration;
dd) Allowing an unqualified person according to Clause 1 Article 58 of the Law on Road traffic to operate the vehicle on public roads (including those using an expired driving license or those with revoked driving license);
e) Failure to comply with revocation of certificates of vehicle registration and license plates as per the law;
g) Operating a vehicle without the certificate of vehicle registration or with an expired certificate of vehicle registration; failure to operate a vehicle with the certificate of temporary vehicle registration within the permitted time limit or failure to operate a vehicle with restricted operation areas on the permitted routes or within the permitted areas;
h) Operating vehicles with certificates of vehicle registration issued by other than competent authorities or with modified certificates of vehicle registration; operating vehicles with certificates of vehicle registration inconsistent with chassis number of the vehicles;
i) Installing and using devices modifying license plates against regulations and law;
k) Operating a vehicle without a license plate (if required); or the license plate of which is not consistent with the Certificate of vehicle registration or not issued by a competent authority.
As regulations above, if individuals arbitrarily change the chassis of their motorbikes, they shall be fined from VND 800,000 to VND 2,000,000. If the owners of violating vehicles are organizations, they shall be fined from VND 1,600,000 to VND 4,000,000.
