Based on Section I Appendix V issued with Circular 33/2021/TT-BGTVT, the technical requirements for the detailed planning of port groups, port terminals, and port bridges are as follows:

Planning for port groups, port terminals, port bridges, floating docks, water areas, and specific maritime zones should be based on the overall development plan of the maritime port system (national sectoral plan) within the same planning period. The content of the plan is regulated in the Law on the amendment and supplementation of certain articles of 37 related laws on planning, specifically Law No. 35/2018/QH14 dated November 20, 2018.

- Evaluating the current status of port groups, port terminals, port bridges, floating docks, water areas, and maritime zones.

+ Analyzing and evaluating natural factors that affect port groups.

+ Analyzing and evaluating resource factors that affect port groups.

+ Analyzing and evaluating the context, current allocation, and utilization of space of port groups.

+ Analyzing and evaluating the current status of maritime traffic flow and supporting infrastructure for maritime transportation.

+ Analyzing and evaluating the current status of berths and berth sizes.

+ Analyzing and evaluating the current status of warehouses and technological equipment.

+ Analyzing and evaluating the current status of mooring and transfer areas.

+ Analyzing and evaluating the current status of transportation systems connected to ports.

+ Analyzing and evaluating the current status of cargo throughput at ports.

+ Analyzing and evaluating the current status of passengers, vessel traffic, and inland waterway vehicles through ports.

+ General evaluation of the current status of maritime ports in the research area.

+ Evaluating the impact of climate and rising sea levels.

- Analyzing and evaluating the implementation of related strategies, plans, and investment projects.

- Analyzing and evaluating transportation connectivity for port groups, port terminals, port bridges, floating docks, water areas, and maritime zones.

- Surveying and investigating transportation in the port group area; forecasting transportation demand.

- Planning options for port groups, port terminals, port bridges, floating docks, water areas, and maritime zones.

+ Determining the number of port bridges, port terminals, and port areas (including location, scale, quantity, length, capacity of each port area, vessel size, required hinterland, etc.) based on the planning stage.

+ Determining the scale of public and specialized flow, mooring and transfer areas, storm avoidance, and anchoring for pepper trade based on the planning stage.

+ Preliminary arrangement of port layout and port areas within the port group.

- Determining transportation connections for various transportation modes to port groups, port terminals, port bridges, floating docks, water areas, and maritime zones.

- Determining land use requirements (including land with water bodies) for the development of port groups, port terminals, port bridges, floating docks, water areas, and maritime zones.

- Investment capital requirements, investment criteria, and priority criteria.

- Solutions and organization for plan implementation.

- Maps and drawings

+ Current status maps, planning maps for port groups, port terminals, port bridges, floating docks, water areas, and maritime zones should be developed based on topographic base maps issued by authorized agencies (using VN2000 national coordinate system).

+ Location diagrams for the port group area at a scale of 1:10,000 to 1:25,000 or larger.

+ Integration of map databases into the national planning information system and database.
