Based on Section 2 of Official Telegram 32/CĐ-BGTVT in 2021, the tasks and measures of the Directorate for Roads of Vietnam to ensure traffic safety during the Lunar New Year holiday in 2022 in Vietnam are as follows:

Implement Official Telegram 1725/CĐ-TTg dated December 13, 2021, issued by the Prime Minister, regarding ensuring order and traffic safety during the Gregorian New Year, the Lunar New Year, and the Spring Festival in 2022. To serve the travel needs of the people, ensure traffic order, safety, and effective prevention of Covid-19 during the Western New Year, the Gregorian New Year, and the Spring Festival in 2022, the Ministry of Transport requires agencies and units to implement the following tasks and measures:

Directorate for Roads of Vietnam:

- Direct the Road Administration Departments to enhance inspections and review the road marking system, road signs, reflective warning devices at intersections, sections of roads with high slopes, narrow curves, limited visibility that pose high risks to traffic safety, in order to supplement and adjust as necessary; promptly address damaged and landslide sections caused by heavy rains. Develop plans for safe traffic organization during construction and expedite the completion of upgrading, repairing, and maintaining key transportation routes before January 23, 2022; inspect and direct toll stations to organize proper traffic flow, timely handle and alleviate congestion at toll stations; proactively lift barriers to alleviate traffic congestion, especially on major routes leading to Hanoi and Ho Chi Minh City, connecting with key transportation hubs (train stations, airports, ports), and areas hosting Spring Festivals; promptly address incidents, accidents, especially on major transportation routes.

- Coordinate and direct the Departments of Transport of provinces and central-affiliated cities to continue monitoring the developments of the Covid-19 pandemic in order to implement appropriate measures, comply with disease prevention regulations, enhance capacity, ensure the safety and quality of passenger transport services, meet the increased transportation demand during the holiday period, especially on routes connecting Hanoi, Ho Chi Minh City, and major transportation hubs; require transport units to comply with traffic rules, prevent accidents on mountain passes, at level crossings, and particularly conduct regular checks to prevent violations such as driving under the influence of alcohol, drugs, overloading, exceeding the regulated number of passengers, and price gouging of tickets; strengthen security and order at airports, train stations, bus terminals, tourist destinations, and major festivals; strictly handle violations related to speeding, overloading, exceeding the regulated number of passengers, and price gouging of tickets.

- Enhance inspections and urge road maintenance contractors to effectively manage and maintain the assigned road routes on a regular basis; direct construction contractors on operational routes to develop traffic organization plans, restore road surfaces, ensure safe vehicle circulation, and prevent traffic congestion caused by construction activities.

- Regularly coordinate with the Departments of Transport to manage vehicle operations (speed, operating routes, continuous driving time, and daily working hours of drivers through data extraction from vehicle monitoring devices) in order to handle violations according to regulations.
