What are standards for Vietnamese pilots of Vietnam's private/commercial planes?

In Clause 1, Article 10 of Circular 25/2022/TT-BGTVT (effective from December 15, 2022) there are regulations on standards for Vietnamese pilots of Vietnam's private/commercial planes as follows:

1. For pilots with Vietnamese nationality:

a) Have an aircraft pilot license issued by the Civil Aviation Authority of Vietnam with the aircraft type and rating still valid, suitable for the scheduled flight of Vietnam's special aircraft and special-cabin;

b) For the commander of the aircraft on a special aircraft flight: with a total of at least 5,000 cumulative flight hours (including at least 1,500 hours in the main pilot position) when the flight is longer than 02 hours, at least at least 4,000 hours (including at least 1,000 hours in the main pilot position) when the flight is less than 02 hours; have at least 500 hours of cumulative flight hours on aircraft that make a special flight in the main pilot position when the flight is more than 02 hours and at least 300 hours in the main pilot position when the flight is less than 02 hours;

c) For co-pilot: have a total cumulative flight time of at least 3,000 flight hours in case the aircraft type has an average flight time of more than 02 hours; having a minimum cumulative total flight time of 2,000 hours in case of an aircraft type with an average flight time of less than 02 hours;

d) For a new type of aircraft, within 01 year from the date of putting into operation, in case there is a request to conduct a special flight from Vietnam, the aircraft operator is responsible for assessing the capacity of the aircraft operator on the basis of satisfying the cumulative total number of flight hours specified at Points b and c, Clause 1 of this Article, for the type of aircraft used for the special flights of Vietnam previously operated, and report to the Vietnam Aviation Department to monitor;

dd) Have a sense of responsibility and a good sense of discipline, a clear background;

e) In the course of flight work, he/she has not been disciplined for making a mistake that threatens the safety of level D or higher within 24 months up to the time of performing the special flight mission;

g) Get a written decision from the head of the airline operating the Vietnam's special aircraft to fly the Vietnam's special aircraft.

What are standards for foreign pilots of Vietnam's private/commercial planes?

In Clause 2, Article 10 of Circular 25/2022/TT-BGTVT (effective from December 15, 2022) there are regulations on standards for foreign pilots of Vietnam's private/commercial planes as follows:

2. For pilots of foreign nationality: (only allowed to conduct dignitary’s flight on commercial planes, with more than 2000 hours of flight time on aircraft used for dignitary’s flight on commercial planes)

a) Must have a labor contract of at least 24 months with a Vietnamese airline that is entitled to order to operate a Vietnam dignitary’s flight on commercial plane by the time of selection to serve Vietnam's dignitary’s flight on commercial plane; in case there is a requirement to use a new type of aircraft that has been operated in Vietnam for less than 24 months, the pilot of a new type of aircraft with a minimum labor contract term of 3 months may be used;

b) Having an aircraft pilot license issued by the Civil Aviation Administration of Vietnam with the aircraft type and rating still valid, suitable for the type of aircraft used for dignitary’s flight on commercial planes in Vietnam;

c) Have a sense of responsibility and sense of good discipline, clear background;

d) In the course of flight work, he has not been disciplined for committing violations that threaten safety at level D or higher within 24 months from the time of performing the dignitary’s flight on commercial plane duties;

d) Carry out a dignitary’s flight on commercial plane of Vietnam with a Vietnamese pilot;

e) Get a written decision from the head of the airline operating Vietnam's dignitary’s flight on commercial plane to operate the Vietnam-dignitary’s flight on commercial plane.

What are standards of flight attendants serving on Vietnam's private/commercial planes? 

In Article 11 of Circular 25/2022/TT-BGTVT (effective from December 15, 2022), there are regulations on standards of flight attendants serving on Vietnam's private/commercial planes as follows:

1. Be a person with Vietnamese nationality.

2. Meet the health standards as prescribed in the Joint Circular No. 18/2012/TTLT-BYT-BGTVT dated November 5, 2012 regulating the health standards of aviation personnel and conditions for medical facilities that perform medical examinations for aviation personnel.

3. Have a crew member license issued by the Civil Aviation Authority of Vietnam with the aircraft type and rating still valid, suitable for the scheduled flight of Vietnam's private/commercial planes.

4. Have a total time of accumulating flight attendant skills of 700 hours or more, of which the time of accumulating flight attendant skills on aircraft flying Vietnam's private/commercial planes is from 100 hours or more.

For a new type of aircraft, within 1 year from the date of its operation, in case there is a request to conduct a special flight from Vietnam, the aircraft operator is responsible for assessing the capacity of flight attendants on the basis of satisfying the total professional accumulation time of 700 hours or more and the total accumulated flight hours of 100 hours or more for the type of aircraft that operated the dignitary’s flight on private plane of Vietnam previously operated and reported Report to the Civil Aviation Authority of Vietnam for supervision.

5. Have a sense of responsibility and good sense of discipline, clear background.

6. In the course of work, if they do not make mistakes, they will be disciplined at the level of reprimand or higher within 12 months up to the time of selection to serve dignitary’s flight on private plane.

7. Approve in writing by the head of the airline operating the flights for dignitaries on private/commercial planes in Vietnam.
