Based on Article 13 of Circular 34/2021/TT-BGTVT (Effective from 15/02/2022), the responsibilities of the organizations assigned for management and maintenance of roads in Vietnam are prescribed as follows:
- Maintain the operation of the vehicle load inspection station under their management; provide the results obtained from the vehicle load inspection station under their management to the road administration agency and authorized enforcement agencies for administrative violation handling as prescribed.
- Connect the weighing device data of the vehicle load inspection station under their management to the data management system for vehicle load inspections of the Vietnam Road Administration.
- Coordinate with competent authorities in addressing feedback, suggestions, and complaints from organizations and individuals related to the results obtained from the vehicle load inspection station under their management.
- Coordinate with the Vietnam Road Administration to provide training to units, organizations, and individuals within their jurisdiction on the procedures, usage, and maintenance of vehicle load inspection facilities and the relevant legal regulations on administrative violation handling.
- Implement the reporting regime as specified in Article 10 of this Circular.
In addition, according to Clause 1 Article 12 of Circular 34/2021/TT-BGTVT, the responsibilities of the road administration agency are prescribed as follows:
- Vietnam Road Administration:
+ Conduct vehicle load inspections on the national road system; coordinate with local authorities to conduct vehicle load inspections on the local road system when requested by the local road administration agency;
+ Manage, operate, maintain, and develop the data management system for vehicle load inspections of the Vietnam Road Administration;
+ Decide on the operation of fixed vehicle load inspection stations on national roads and mobile vehicle load inspection stations under their management;
+ Provide training to relevant units, organizations, and individuals on the procedures, usage, and maintenance of vehicle load inspection facilities and the relevant legal regulations on administrative violation handling;
+ Implement the reporting regime as specified in Article 10 of this Circular.
