Pursuant to Clause 7 Article 7 of the Circular 16/2021/TT-BGTVT stipulating regulations on taking photograph of motor vehicles at register authority in Vietnam as follows:

7. Motor vehicles arriving for inspection must be photographed in register authority, to be specific:
a) Photograph vehicle appearance and registered license plate of motor vehicles to print on record of inspection: Photograph must display vehicle appearance and license plate, motor vehicles must take account of 75% of the photograph.
b) Photograph motor vehicle to print on Certificate of inspection: The photograph must be taken at a 45O angle from the back and on the right side of the vehicle in such a manner that the photograph displays the vehicle appearance and license plate, and 75% of the photograph must display the vehicle.
c) Photograph cargo bay; photograph passenger compartment from the front of the vehicle and from the rear of the vehicle in case of passenger automobiles with more than 9 seats (including driver’s seat).
d) Photograph must be in high definition (minimum resolution of 1280 x 720) and display time and date of photograph.

What are principles for determining the inspection cycle of a motor vehicle in Vietnam?
Pursuant to Section 1 Appendix XI issued together with the Circular 02/2023/TT-BGTVT stipulating principles for determining the inspection cycle of a motor vehicle in Vietnam as follows:
- General principles
The first cycle specified in Section 2 of Appendix XI issued together with Circular 02/2023/TT-BGTVT is applied to the following entities:
Motor vehicles exempt from inspection; Unused motor vehicles with the year of manufacture to the year of submission of the application for the Certificate of first inspection less than 2 years (year of manufacture plus 1)
The time is from the year of manufacture to the year of submitting the application for an inspection certificate.
The periodic cycle specified in Section 2 of this Appendix applies to the following subjects: Motor vehicles inspected for the first time are not subject to the application of the first cycle mentioned above; Motor vehicles inspected at the next times.
- Modified motor vehicle means a motor vehicle that undergoes renovation and conversion of functions or changes to one of the following systems: steering and braking (except for the case where an auxiliary brake pedal is installed).
- Motor vehicles inspected and granted the Certificate of Inspection with a period of 15 days shall not be counted as the first cycle.
- If the motor vehicle is inspected for the next time, the inspection period calculated on a periodic basis is smaller than the inspection period of the previous most recent inspection cycle. The inspection period of the previous most recent inspection cycle corresponds to the Vehicle Type in the Inspection Period Table but is counted from the date of the previous most recent inspection of the previous inspection cycle.
For example, a car with up to 9 seats that is not in the transportation business, which is inspected and granted the first cycle on June 12, 2023, will be granted an Inspection Certificate with a cycle of 36 months, the inspection deadline is June 11/ 2026; Until June 17, 2023, when the vehicle comes for re-inspection to issue the Certificate of inspection corresponding to the vehicle used for transportation business, the time limit for inspection shall be granted as follows:
The first inspection cycle of vehicles with up to 9 seats with transportation business is 24 months from the date of inspection and the first cycle is issued on June 12, 2023, so the inspection period granted to the vehicle is: 11/06/2025.
- The production time of the motor vehicle as the basis for granting the prescribed inspection cycle is calculated in years (like the way to calculate the service life of motor vehicles).
For example, a motor vehicle with a production year defined in 2023 is:
+ By the end of December 31, 2025, it is counted as having produced up to (during) 2 years (2025 - 2023 = 02 years).
+ From January 1, 2026, it is counted as having produced more than 2 years (2026 - 2023 = 03 years).
