What are regulations on position and function of the Airport Authority of Vietnam?

Pursuant to Article 1 of the Decision 3424/QĐ-BGTVT in 2017 stipulating position and function of the Airport Authority of Vietnam as follows:

1. The Airport Authority under the Civil Aviation Administration of Vietnam performs the state management of civil aviation at airports and aerodromes in accordance with law.

2. The Airport Authority has the legal status, has its own head office, has its own seal, and is allowed to open a separate account in accordance with the law, with a transaction name in English as prescribed by law.

What are tasks and power of the Airport Authority of Vietnam?

Pursuant to Article 2 of the Decision 3424/QĐ-BGTVT in 2017 stipulating tasks and power of the Airport Authority of Vietnam as follows:

1. Perform the duties and powers of the Airport Authority in accordance with the provisions of Article 60 of the Law on Civil Aviation of Vietnam 2014 and its guiding documents.

2. Perform the duties of the aviation authorities at airports and aerodromes within the scope of their management according to regulations.

3. Issue security control cards and permits with long-term and short-term validity at airports and aerodromes under their management according to regulations.

4. Receive and carry out the task of securing special aircraft flights according to the provisions of law.

5. Propagate, disseminate, inspect and supervise the implementation of the law on aviation at airports and airfields.

6. Develop and submit to the Director of Civil Aviation Authority of Vietnam for approval the financial plan and organize the implementation of the approved plan.

7. Develop annual payroll plan, report it to the Director of the Civil Aviation Administration of Vietnam and submit it to the Minister of Transport for approval; develop and submit to the Director of the Civil Aviation Authority of Vietnam a plan on recruitment, organization of employment and management of cadres, civil servants, public employees and employees according to the provisions of law and the management decentralization of the Civil Aviation Authority of Vietnam; organize professional training for cadres, civil servants, public employees and people and laborers under their management.

8. Have the right to directly contact domestic and foreign organizations and individuals to perform their assigned functions, tasks and powers in accordance with law.

9. Asset and financial management in accordance with law; comply with regulations on statistics and reports.

10. Perform other duties and powers assigned by the Director of the Civil Aviation Authority of Vietnam and in accordance with law.

What are principles of organization and operation of the Airport Authority of Vietnam?

Pursuant to Article 3 of the Decision 3424/QĐ-BGTVT in 2017 stipulating principles of organization and operation of the Airport Authority of Vietnam as follows:

1. An airport or aerodrome is performed by an airport authority in charge of the state management of aviation.

2. An Airport Authority may perform the function of state management of aviation at one or more airports or aerodromes.

3. The Minister of Transport shall decide on the establishment and dissolution of the Airport Authority and assign the management scope to the Airport Authority at the request of the Director of the Civil Aviation Authority of Vietnam.

4. The organization and operation of the Airport Authority must comply with the provisions of this Decision, the Law on Civil Aviation of Vietnam, other relevant provisions of Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a contracting party.

What is the organizational structure of the Airport Authority of Vietnam?

Pursuant to Article 4 of the Decision 3424/QĐ-BGTVT in 2017 stipulating organizational structure of the Airport Authority of Vietnam as follows:

1. The organizational structure of the Airport Authority includes:

a) The professional departments include: Department of Organization - Administration; Legal - Inspector Department; Financial Planning Department; Aviation Security Supervision Department; Aviation Safety Supervision Department; Air Transport and Service Quality Supervision Department; Aerodrome and Airport Management Department;

b) Airport Authority Representatives at airports and airfields.

2. The Director of the Civil Aviation Authority of Vietnam shall decide to establish and stipulate the functions, tasks and powers of the organizations specified in Clause 1 of this Article at the request of the Director of the Airport Authority.
