Article 7. Penalties and Point Deductions from the Driver License of motorcycle operators, Moped Riders, and Operators of Similar Vehicles Violating Traffic Rules

e) A person either driving or carrying others who are clinging, towing, pushing another vehicle or object, leading animals, or carrying bulky items; carrying people standing on the saddle, standing on the cargo rack, or sitting on the handlebars;

b) Violations of the provisions in any of the following points and clauses that cause traffic accidents: Point a, Point d, Point dd, Point g, Point h, Point i, Point k of Clause 1; Point c, Point dd, Point g of Clause 2; Point b, Point e, Point g, Point h, Point k of Clause 3; Point dd of Clause 4; Point c, Point d of Clause 6; Point c, Point d, Point dd of Clause 7; Point a, Point b, Point h, Point k of Clause 9 of this Article.

- Besides being subject to the form of penalties, operators committing a violation will have the following points deducted from their driver license:

d) Performing any act stipulated at Point b of Clause 8, Clause 10 of this Article will result in a deduction of 10 points from the driver license.
According to the above provisions, a motorcycle operator carrying overloaded cargo may be fined between 600,000 VND and 800,000 VND. If carrying overloaded cargo causes a traffic accident, the fine is between 10,000,000 VND and 14,000,000 VND, with a 10-point deduction from the driver license.

Article 13. Lane Usage
- Vehicles participating in road traffic moving at a lower speed must keep to the right according to their direction of travel.
- On roads with multiple lanes for vehicles traveling in the same direction, differentiated by lane markings, drivers must keep their vehicles within one lane and are only allowed to change lanes at permitted locations; each time changing lanes, they are only allowed to move to an adjacent lane; before changing lanes, they must signal and observe to ensure a safe distance from the vehicles in front, behind, and on both sides.
- On a road section with lane markings, non-motorized vehicles must travel on the rightmost lane, while motor vehicles and special-purpose machines travel on the left lane.
- On lanes reserved for a particular type of vehicle or group of similar vehicles, operators of other types of vehicles are not allowed to enter that lane.
Motorcycles participating in road traffic moving at a lower speed must keep to the right according to their direction of travel.
