According to point c, clause 7; point b, clause 10; point b, clause 13, Article 7 of Decree 168/2024/ND-CP regulating penalties and deduction of driver license points for operators of motorcycles, mopeds, similar types of motorcycles, and similar types of mopeds that violate road traffic rules:

Article 7. Penalty and deduction of driver license points for operators of motorcycles, mopeds, similar types of motorcycles, and similar types of mopeds violating road traffic rules

  1. A fine ranging from 4,000,000 VND to 6,000,000 VND is imposed on operators committing one of the following violations:

b) Violations prescribed at one of the following points, clauses of this Article that cause a traffic accident: point a, point d, point dd, point g, point h, point i, point k clause 1; point c, point dd, point g clause 2; point b, point e, point g, point h, point k clause 3; point dd clause 4; point c, point d clause 6; point c, point d, point dd clause 7; point a, point b, point h, point k clause 9 of this Article.

  1. In addition to the penalty, operators committing violations will have their driver license points deducted as follows:

b) Conducting acts stipulated at point dd clause 4; point a clause 6; point c, point d, point dd clause 7; point a clause 8 of this Article will result in a 4-point deduction from the driver license;

Operators of motorcycles not complying with traffic signal lights may be fined from 4,000,000 VND to 6,000,000 VND and have 4 points deducted from their driver license.

In case motorcycle operators do not comply with traffic signal lights and cause a traffic accident, they will be fined from 10,000,000 VND to 14,000,000 VND and have 10 points deducted from their driver license.

What are road traffic signals in Vietnam?

According to Article 11 of the 2024 Road Traffic Order and Safety Law regulating compliance with road traffic signals:

Article 11. Compliance with road traffic signals

  1. Road traffic signals include: commands from traffic controllers; traffic signal lights; road signage; road markings and other signs on the road surface; delineator posts, guard walls, barriers, reflective studs, reflectors, kilometers posts, H markers; road traffic audio warning devices.
  1. Road traffic participants must comply with traffic signals in the following order of priority from top to bottom:

a) Commands from traffic controllers;

b) Traffic signal lights;

c) Road signage;

d) Road markings and other signs on the road surface;

dd) Delineator posts, guard walls, barriers, reflective studs, reflectors, kilometers posts, H markers;

e) Road traffic audio warning devices.

How many colors do traffic signal lights in Vietnam have?

According to clause 4, Article 11 of the 2024 Road Traffic Order and Safety Law, traffic signal lights have 3 colors, including: green, yellow, and red; they may display time or not. Road traffic participants must comply as follows:

[1] Green light means you can go; if pedestrians or wheelchairs of disabled persons are on the road, road traffic operators must slow down or stop to give way to pedestrians or wheelchairs of disabled persons crossing the road.

[2] Yellow light means stop before the stop line; if already on the stop line or have passed it and the light turns yellow, you may continue; if the yellow light is flashing, road traffic operators may go but must observe, slow down, or stop to give way to pedestrians, wheelchairs of disabled persons crossing the road or other vehicles.

[3] Red light means no entry.
