According to point b, clause 3, and point b, clause 8, Article 14 of Decree 168/2024/ND-CP on penalties and point deduction for the driver license of those operating motorcycles, mopeds, vehicles similar to motorcycles, and vehicles similar to mopeds when violating vehicle condition regulations during traffic participation:

Article 14. Penalties and Point Deduction for the Driver License of Motorcycle, Moped Operators, and Similar Vehicles Violating the Vehicle Condition Regulations during Traffic Participation

  1. A fine from 4,000,000 VND to 6,000,000 VND shall be imposed for one of the following violations:

b) Operating a vehicle with a license plate not in the correct position or format as prescribed; using a license plate with unclear letters or numbers, or using different materials to paint or affix over the letters or numbers of the license plate; using a bent, concealed, altered license plate in terms of letters, numbers, color (of letters, numbers, license plate background), shape, and size.

  1. Besides being subject to penalties, drivers committing violations will also have points deducted from their driver license as follows:

b) Committing the act specified in clause 3 of this Article will result in a deduction of 6 points from the driver license.

As per the above regulations, a driver who conceals the motorcycle license plate will be fined between 4,000,000 VND and 6,000,000 VND and will have 6 points deducted from their driver license.

According to clause 3, Article 3 of Decree 168/2024/ND-CP, measures to remediate administrative violations regarding traffic order and safety in the field of road traffic include:

- Requirement to restore the original condition that was altered due to the administrative violation

- Requirement to implement measures to remediate environmental pollution caused by administrative violations

- Requirement to re-export vehicles from Vietnam

- Requirement to return illicit gains obtained through administrative violations

- Requirement to dismantle structures obscuring road signs and traffic signals

- Requirement to fully install or replace qualified technical safety devices, restore the vehicle's technical features as regulated, or remove non-compliant additional installations

- Requirement to issue driver identification cards according to regulations

- Requirement to organize training sessions, guidance on professional procedures, or periodic health checks for drivers and service personnel on the vehicle according to regulations

- Requirement to install journey monitoring devices, image recording devices for drivers, seat belts, seats for preschool children, elementary school students, specialized rescue and support tools on vehicles as per regulations

- Requirement to dismantle audio or lighting equipment on vehicles that disrupt road traffic order and safety

- Requirement to provide, update, transmit, store, and manage information, data from journey monitoring devices, driver image recording devices installed on vehicles as per regulations

- Requirement to adjust the odometer reading of cars that have been altered incorrectly

- Requirement to restore the brand, paint color as recorded in the vehicle registration certificate according to regulations

- Requirement to adhere to license plate regulations, rules on lettering or numbering license plates, information on vehicle sides, doors, regulations on paint color, and identification signs

- Requirement to restore the original shape, size, and technical safety condition of the vehicle and re-register before participating in traffic

- Requirement to adjust the vehicle body according to current standards, re-register and adjust the permissible transport load recorded in the certificate of technical safety and environmental protection as per current regulations before participating in traffic

- Requirement to perform procedures for exchange, recall, reissuance, issuance of vehicle registration certifications, license plates, certificates of technical safety and environmental protection according to regulations

- Requirement to submit revoked or altered professional licenses or certificates that falsify content

- Requirement to return vehicles to Special Economic Trade Zones, International Border Economic Zones

Are license plates of foreigners' motorcycles in Vietnam managed by identification numbers?

According to Article 3 of Circular 79/2024/TT-BCA regulating the principles for vehicle registration:

Article 3. Principles of Vehicle Registration

  1. Motor vehicles, specialized vehicles (hereinafter referred to as vehicles) that have legal origins, ensuring technical safety and environmental protection standards, shall be registered and issued license plates according to the regulations of this Circular.
  1. Vehicle owners who are organizations or individuals with an office or residence (permanent or temporary) in any locality shall register their vehicles at the vehicle registration authority of that locality, except as stipulated in clauses 8 and 9 of this Article.
  1. License plates are managed according to the identification codes of the vehicle owner (hereinafter referred to as identification licenses) and regulated as follows:

a) For vehicle owners who are Vietnamese citizens, the license plate is managed according to personal identification numbers;

b) For vehicle owners who are foreigners, the license plate is managed according to the identification numbers of the foreigners as established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number, or other identification documents issued by authorized agencies;

c) For vehicle owners who are organizations, the license plate is managed according to the electronic identification codes of the organization as established by the electronic identification and authentication system; in the absence of an organization identification code, it is managed according to the tax code or establishment decision number;

According to the above regulation, license plates of foreigners are managed according to their identification numbers established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number, or other identification documents issued by authorized agencies.
