What documents are required for applications of driving learners in Vietnam?
Based on Article 9 of Circular 12/2017/TT-BGTVT (amended by Clause 5 Article 4 of Circular 05/2024/TT-BGTVT), the required documents for driving license applicants are as follows:
Driving License Applicant Documents:
1. For first-time driving license applicants, they must prepare and submit one set of documents directly to the training facility. The documents include:
a) Application form for requesting driving license issuance and examination, according to the prescribed template in Appendix 7 issued with this Circular.
b) Copy of temporary residence card, permanent residence card, diplomatic identification card, or official identification card for foreigners.
c) Health examination certificate issued by a qualified medical facility according to regulations.
2. For license upgrade applicants, they must prepare and submit one set of documents directly to the training facility and have their photo taken for storage in the driving license database. The documents include:
a) Documents specified in point 1 of this Article.
b) Copy of a high school diploma or an equivalent degree for upgrading to D or E categories of driving license (the original document must be presented during the document inspection before the examination).
c) Declaration of professional driving experience and the number of safe driving kilometers, according to the prescribed template in Appendix 8 issued with this Circular.
3. For ethnic minority individuals who cannot read or write in Vietnamese and are applying for A1 or A4 motorcycle driving license, they must prepare and submit one set of documents directly to the training facility. The documents include the documents specified in point c of item 1 of this Article.
As regulated above, the documents required for a car driving learner are as follows:
- Application form for requesting driving license issuance and examination.
- Copy of temporary residence card, permanent residence card, diplomatic identification card, or official identification card for foreigners.

Where shall the learners in Vietnam submit the applications of driving license?
Pursuant to Clause 1, Article 19 of Circular 12/2017/TT-BGTVT (amended by Point a, Clause 13 of Article 4 of Circular 05/2024/TT-BGTVT):
Driving Examination Application File:
1. For first-time driving learners:
The driving training facility shall prepare and submit one set of documents through one of the following methods: direct submission, postal service, or electronic submission with data transmission through the driver's license information system to the Department of Transport. The file includes:
a) Documents specified in Clause 1, Article 9 of this Circular.
b) Basic certificate or training certificate for A4, B1, B2, and C driving learners.
c) List of examination requests from the driving training facility, including the name of the learner.

Therefore, the driving learners will submit their exam application files directly to the driving training facility.
After receiving the complete documents from the learners, the driving training facility will prepare one set of files and send them to the Department of Transport to organize the examination for the learners.
