On October 14, 2024, the Ministry of National Defense of Vietnam issued Circular 66/2024/TT-BQP, which regulates the technical safety inspection and environmental protection of motor vehicles, transport construction machinery used for national defense and security purposes by agencies, units, and enterprises under the management of the Ministry of National Defense.
Circular 66/2024/TT-BQP applies to centers and stations for military vehicle inspection, agencies, units, enterprises under the management of the Ministry of National Defense, and organizations and individuals related to the inspection of technical safety and environmental protection of motor vehicles, transport construction machinery.
Circular 66/2024/TT-BQP takes effect in Vietnam from January 1, 2025.

Which entities must undergo inspection with inspection equipment and tools at inspection facilities or mobile units of the Ministry of National Defense of Vietnam?
According to Article 5 of Circular 66/2024/TT-BQP, the regulation on entities, authority for inspection in Vietnam is specified as follows:
Article 5. Entities and authority for inspection
- Motor vehicles, transport construction machinery must undergo inspection with inspection equipment and tools at inspection facilities or mobile units (except for exemptions of the first inspection as regulated in Article 11 of this Circular).
- Mobile inspection is only applicable to agencies, units, enterprises in remote areas, border, or islands where it is not feasible to bring motor vehicles, transport construction machinery to inspection facilities (distance from the agency, unit, enterprise to the inspection facility must have a radius greater than 50 km); combat vehicles group; ambulances, fire trucks, and vehicles performing rescue operations; oversized and overloaded vehicles unable to access the inspection chain.
- The head of the inspection facility concludes, signs, stamps the Inspection Report, Certification of Inspection, Inspection Stamps, and takes legal responsibility for the inspection results.
According to the above regulations, motor vehicles, transport construction machinery under the management of the Ministry of National Defense of Vietnam must undergo inspection with inspection equipment and tools at inspection facilities or mobile units.
Excluding the following exemptions from the first inspection:
- Newly manufactured, assembled, imported motor vehicles under 2 years from manufacturing, assembling; unused, already registered with registration certificates, vehicle registration plates as per the law.
- Motor vehicles exempted from the first inspection do not have to be brought to inspection facilities.
What documents are required for the first inspection dossier of motor vehicles, transport construction machinery belonging to enterprises under the management of the Ministry of National Defense of Vietnam?
According to Article 6 of Circular 66/2024/TT-BQP the requirements for the first inspection dossier are specified as follows:
Article 6. First inspection dossier
1. Motor vehicles, transport construction machinery.
a) Official Dispatch or letter of introduction requesting inspection signed and sealed by the commander of agencies, units at the regiment level or equivalent and above according to regulations;
b) Vehicle registration certificates, vehicle history (applies to registered motor vehicles, transport construction machinery);
c) Temporary plates (applies to motor vehicles, transport construction machinery not yet completed registration procedures);
d) A copy of the Certificate of Technical Safety Quality of Modified Motor Vehicles, transport construction machinery (applies to modified motor vehicles, transport construction machinery).
2. Enterprises' motor vehicles, transport construction machinery.
a) Official Dispatch or letter of introduction requesting inspection signed and sealed by the director or deputy director of the enterprise according to regulations;
b) Vehicle registration certificates;
c) A copy of the Certificate of Quality of Technical Safety and Environmental Protection of imported motor vehicles, transport construction machinery (applies to imported motor vehicles, transport construction machinery);
d) A copy of the Factory Quality Inspection Form (applies to domestically manufactured and assembled motor vehicles, special-purpose vehicles);
dd) A copy of the Certificate of Quality of Technical Safety and Environmental Protection of Modified Motor Vehicles, transport construction machinery (applies to modified motor vehicles, transport construction machinery).
Thus, the first inspection dossier of motor vehicles, transport construction machinery of enterprises under the management of the Ministry of National Defense includes the following documents:
- Official Dispatch or letter of introduction requesting inspection signed and sealed by the director or deputy director of the enterprise according to regulations
- Vehicle registration certificates
- A copy of the Certificate of Quality of Technical Safety and Environmental Protection of imported motor vehicles, transport construction machinery (applies to imported motor vehicles, transport construction machinery)
- A copy of the Factory Quality Inspection Form (applies to domestically manufactured and assembled motor vehicles, transport construction machinery)
- A copy of the Certificate of Quality of Technical Safety and Environmental Protection of Modified Motor Vehicles, transport construction machinery (applies to modified motor vehicles, transport construction machinery)
