Based on Article 4 of Circular 79/2024/TT-BCA stipulating vehicle registration authorities:
Article 4. Vehicle Registration Authorities

- District-level police register the following types of vehicles: Motorcycles with license plates won at auctions; automobiles, specialized motor vehicles, motorcycles of domestic organizations and individuals headquartered or residing locally (except for types of vehicles stipulated in clauses 1, 2, and 4 of this Article).
- Commune-level police perform the registration of motorcycles (except for confiscated vehicles, vehicles with engine displacement of 175 cm3 or more, and vehicles with license plates won at auctions) as follows:
a) Commune-level police in districts and district-level towns under centrally governed cities register motorcycles of domestic organizations and individuals with headquarters or residence locally;
b) Commune-level police in districts, district-level towns, cities under provinces (except for commune-level police where the Traffic Police Department, district-level town, or city police headquarters is located) with a number of new registrations of 150 vehicles per year or more (an average over the last 3 years) perform motorcycle registration for domestic organizations and individuals residing locally.

According to the above regulation, the following cases are not permitted to register motorcycles at the commune police:
(1) Confiscated vehicles
(2) Vehicles with engine displacement of 175 cm3 or more
(3) Vehicles with license plates won at auctions

What are responsibilities of the vehicle registration authority and vehicle registration officers in Vietnam?
Based on Article 5 of Circular 79/2024/TT-BCA stipulating the responsibilities of vehicle registration authorities and officers:
- The vehicle registration authority must organize the reception of vehicle registration dossiers on working days of the week. In necessary cases, the Provincial Public Security Director shall decide and publicly announce the organization of vehicle registration reception outside of working hours, on rest days, and public holidays. Arrange registration officers regularly to inspect the registration and management system, receive dossiers to ensure the timely processing of vehicle registration according to regulations.
- Receive, examine vehicle dossiers, check the actual vehicles, rub the engine number, frame number and digitize the vehicle dossier into the registration and management system.
- In case the vehicle dossier, electronic data about the vehicle dossier conforms, accept and resolve vehicle registration. If the procedures are not in compliance with the regulations, provide specific, complete guidance, record the guidance content in the instruction form and be responsible for that content.
- During execution, vehicle registration officers must strictly adhere to the Public Security People's orders, maintain proper demeanor, respect the People. Perform according to the provisions of this Circular and other legal regulations related to vehicle registration work. Do not request additional vehicle registration procedures contrary to regulations.
What are conditions for motor vehicles and specialized motor vehicles to participate in road traffic in Vietnam?
Based on Article 35 of the Road Traffic Order and Safety Law 2024 stipulating the conditions for vehicles to participate in road traffic:
Article 35. Conditions for vehicles participating in road traffic
- Motor vehicles and specialized motor vehicles participating in road traffic must meet the following conditions:
a) Have a vehicle registration certificate and a license plate according to legal regulations;
b) Ensure technical safety and environmental protection quality according to legal regulations.
- Business transport vehicles must be equipped with a journey monitoring device. Passenger vehicles with 08 or more seats (excluding the driver's seat), transport business vehicles, towing vehicles, ambulance must be equipped with a journey monitoring device and a device recording images of the driver.
- Smart transportation means must meet the conditions stipulated in clause 1 of this Article and have operation permits from the competent authority.
- Foreign registered vehicles operating in Vietnam must comply with the provisions of Article 55 of this Law.
- The Government of Vietnam stipulates details for clause 2 and clause 3 of this Article; stipulates the operating conditions for rudimentary vehicles.
- The provincial-level People's Committee stipulates the operating scope of rudimentary vehicles, four-wheeled cargo vehicles with engines, and four-wheeled passenger vehicles with engines locally.
Thus, motor vehicles and specialized motor vehicles participating in road traffic must meet the following conditions:
- Be issued a vehicle registration certificate and have a license plate according to legal regulations
- Ensure technical safety and environmental protection quality according to legal regulations
