Under the above regulations, congenital nystagmus does not fall under the conditions that disqualify you from obtaining a Class A1 driving license. Therefore, you are still eligible to take the driving test for a Class A1 driving license (not considering other conditions). However, it would be best if you underwent a health check-up when preparing the application for the driving test for a Class A1 driving license to receive the most accurate diagnosis.
