Using an Appointment Slip to Obtain a Driver’s License for Traffic Participation: Is It Permissible?
Based on the provisions of Clause 2, Article 58 of the 2008 Road Traffic Law regarding the conditions for drivers participating in traffic as follows:
- Drivers participating in traffic must be of the appropriate age, possess the health conditions stipulated in Article 60 of this Law, and hold a driving license appropriate for the type of vehicle permitted for operation, issued by a competent state authority.
Trainee automobile drivers participating in traffic must practice in a training vehicle and have an instructor to supervise.
- When operating a vehicle, the driver must carry the following documents:
+ Vehicle registration;
+ Driving license for operators of motor vehicles as stipulated in Article 59 of this Law;
+ Certificate of technical safety and environmental protection inspection for motor vehicles as stipulated in Article 55 of this Law;
+ Civil liability insurance certificate for the owner of a motor vehicle.
Based on the above regulations, there are currently no provisions allowing the use of an appointment slip for the reissuance of a Driving License to participate in traffic. Therefore, when participating in traffic, the operator of a motorbike must carry the following 03 documents:
– Vehicle registration
– Driving license for operators of motor vehicles
– Civil liability insurance certificate for the owner of a motor vehicle.
In the event of a traffic violation while operating a vehicle, if the traffic police inspect your documents, you will still be penalized as if you did not have a driving license.
