Title: Is It Possible to Register Temporary Vehicles Anywhere?
At Clause 4, Article 14 of Circular 58/2020/TT-BCA on temporary vehicle registration, it is stipulated:
Vehicle owners are allowed to register at the nearest vehicle registration authority.
And according to Article 3 of this Circular, the vehicle registration authorities are defined as follows:
- The Traffic Police Department registers and issues the license plates for vehicles of the Ministry of Public Security; automobiles belonging to diplomatic missions, consular offices, representative offices of international organizations in Vietnam, and automobiles of foreigners working in those offices; automobiles of agencies and organizations specified in Appendix No. 01 issued together with this Circular.
- The Traffic Police Division, Road-Railway Traffic Police Division, Road Traffic Police Division of provincial or municipal police (collectively referred to as Traffic Police Division) register and issue license plates for the following vehicle types (excluding vehicles of agencies, organizations, and individuals specified in Clause 3 of this Article):
+ Automobiles, tractors, trailers, semi-trailers, motorcycles with cylinder capacity from 175cm³ and above, seized vehicles and vehicles with similar structure mentioned above of agencies, organizations, enterprises, military enterprises, and individuals who have headquarters or reside locally;
+ Motorcycles, mopeds, electric bicycles, and vehicles with similar structure as motorcycles, mopeds, and electric bicycles of foreign agencies, organizations, individuals, projects, foreign-invested economic organizations locally and organizations, individuals with headquarters or residence in district-level towns, district-level cities where the Traffic Police Division is located.
- The district-level Police (collectively referred to as district-level Police) register and issue license plates for motorcycles, mopeds, electric bicycles, and vehicles with similar structure mentioned above of domestic agencies, organizations, enterprises, and individuals who have headquarters or reside locally (excluding vehicles of agencies, organizations, and individuals specified in Clauses 3 and 4 of this Article).
- In necessary cases, due to practical demands in border districts, remote areas, or localities with difficult infrastructure conditions, the Director of provincial or municipal police shall report to the Head of the Traffic Police Department for guidance on organizing vehicle registration and license plate issuance per cluster.
=> Therefore, temporary vehicle registration can be carried out at any registration authority. It is not required that you have temporary residency or permanent residency at the location where you register the temporary vehicle.
Note: The temporary vehicle registration must be in accordance with the authorized levels as stipulated above.
