Title: Is a Driver's License Required for Driving a 50 cm³ Vehicle?
At Clause 1, Article 60 of the 2008 Road Traffic Law, the age of drivers is stipulated as follows:
- Individuals aged 16 years and older are permitted to operate motorcycles with an engine capacity of less than 50 cm3;
- Individuals aged 18 years and older are permitted to operate two-wheeled motorcycles and three-wheeled motorcycles with an engine capacity of 50 cm3 and above, as well as vehicles of a similar structure; trucks and tractors with a payload of less than 3,500 kg; passenger cars with up to 9 seats;

At Clause 2, Article 59 of the 2008 Road Traffic Law, the permanent driving licenses include the following categories:
- Category A1 is issued to drivers of two-wheeled motorcycles with an engine capacity of 50 cm3 up to less than 175 cm3;
...
Thus, in the case of operating a vehicle with an engine capacity of 50 cm3 or above, a driving license is mandatory, and operating a vehicle without a driving license only applies to vehicles with an engine capacity of less than 50 cm3.
Regarding fines: A fine of 800,000 VND to 1,200,000 VND will be imposed on individuals who operate two-wheeled motorcycles with an engine capacity of less than 175 cm3 without a driving license. (According to Clause 5a, Article 21, Decree 100/2019/ND-CP).
