Title: "A Road Segment without Speed Limit and Safe Distance Signage: Compliance with Speed and Safe Distance Regulations?"
At Clause 2, Article 4 of Circular 31/2019/TT-BGTVT, there is a provision on the principles of complying with regulations on speed and distance when operating a vehicle on the road in places where there are no speed and safe distance signs as follows:
In sections of the road where there are no speed limit signs, no signs indicating the minimum safe distance between two vehicles, the driver of the vehicle participating in traffic must comply with the following regulations:
- Instances where speed must be reduced
- Maximum speed allowed for motor vehicles participating in traffic in populated areas (excluding highways)
- Maximum speed allowed for motor vehicles participating in traffic outside populated areas (excluding highways)
- Maximum speed allowed for special-use motorcycles, mopeds (including electric motorbikes), and similar types of vehicles on the road (excluding highways)
- Speed of motor vehicles, special-use motorcycles on highways
- Safe distance between two vehicles when participating in traffic on the road
=> Thus, according to the aforementioned regulations, in cases where there are no signs indicating speed and safe distance, the driver must still comply with the general regulations on speed and safe distance, specifically the regulations mentioned above.
