Time Allowed for Bus Stops and Passenger Pick-up/Drop-off
Clause 2, Article 18 of Circular 12/2020/TT-BGTVT provides:
Organization and management of pick-up and drop-off points for passengers
- The pick-up and drop-off points for passengers only serve passenger transport vehicles on fixed routes to pick up and drop off passengers; they are not used for other activities;
- At the pick-up and drop-off points for passengers, each fixed-route passenger transport vehicle is allowed to stop for a maximum of no more than 03 minutes;
- The local Department of Transportation determines the location of the fixed-route passenger pick-up and drop-off points (for national highways, it must be agreed with the competent road management agency; for roads managed by the district (city) People's Committee, it must be approved by the district (city) People's Committee and submitted to the provincial People's Committee for approval);
- The Department of Transportation advises the provincial People's Committee on organizing, managing, ensuring traffic safety, public order, and environmental hygiene at the pick-up and drop-off points for passengers in the local area;
- Pick-up and drop-off points for passengers are invested and constructed according to the following principles: for new or upgraded and expanded roads, the investor is responsible for including it as a component in the construction investment project; for existing roads being exploited, the organization or individual invests in construction in the form of private investment or from the state budget;
- The Department of Transportation issues a written notice on the operation or cessation of the operation of pick-up and drop-off points for passengers on fixed routes.
=> According to the regulation, buses are among the vehicles identified for transportation on fixed routes. Therefore, when stopping to pick up and drop off passengers, buses are not allowed to stop for more than 3 minutes.
