The Civil Aviation Authority of Vietnam merged the Legal Department and the International Cooperation Department into Legal - International Cooperation Department
Pursuant to Article 3 of Decision 651/QD-BGTVT in 2023 stipulating the organizational structure of the Civil Aviation Authority of Vietnam as follows:
Organizational structure
1. Planning - Investment Department.
2. Finance Department.
3. Department of Organization and Personnel.
4. Airport and Aerodrome Management Department.
5. Flight Safety Standard Room.
6. Flight Operations Management Department.
7. Air Transport Department.
8. Aviation Security Department.
9. Department of Science, Technology and Environment.
10. Legal - International Cooperation Department.
11. Office.
12. Inspector of the Civil Aviation Authority of Vietnam.
13. Northern Airport Authority.
14. Central Airport Authority.
15. Southern Airport Authority.
16. Aviation Medical Center.
Organizations specified in Clauses 1 to 11 of this Article are organizations that assist the Director in performing the state management function; the organization specified in Clause 12 of this Article is an agency of the Department, performing specialized inspection tasks within the scope of state management that the Department is decentralized to manage; organizations specified in Clauses 13 to 15 of this Article are administrative organizations equivalent to branches; organizations specified in Clause 16 of this Article are public non-business units directly under the Department.
The Minister shall decide to establish, reorganize and dissolve the organizations specified in this Article in accordance with law; stipulate the functions, tasks, powers and organizational structure of the Airport Authority, the Inspector of the Civil Aviation Authority of Vietnam and the public non-business units directly under the Department at the request of the Director of the Civil Aviation Authority of Vietnam.
The Director of the Civil Aviation Authority of Vietnam shall stipulate the functions, tasks and powers of the remaining organizations under the Department.
Pursuant to Article 3 of Decision 2606/QD-BGTVT of 2017 stipulating the functions, tasks, powers and organizational structure of the Civil Aviation Authority of Vietnam as follows:

2. Regional Airport Authorities

3. Affiliated non-business units: Aviation Medical Center.
4. The Minister of Transport shall decide on the establishment, reorganization and dissolution; stipulate the functions, tasks, powers and organizational structure of the Airport Authority, the Inspector of the Civil Aviation Authority of Vietnam and the non-business units under the Department at the request of the Director of the Civil Aviation Authority of Vietnam.
The Director of the Civil Aviation Authority of Vietnam shall prescribe the functions, tasks, powers and organizational structure of the remaining organizations under the Department.
Thus, from May 29, 2023, the organizational structure of the Civil Aviation Authority of Vietnam has changed, thereby merging the Legal Department and the International Cooperation Department into Legal - International Cooperation Department.
The remaining agencies are still maintained according to Decision 2606/QD-BGTVT 2017.
What are functions of the Civil Aviation Authority of Vietnam?
Pursuant to Article 1 of Decision 651/QD-BGTVT in 2023 stipulating the position and functions of the Civil Aviation Authority of Vietnam as follows:
The Civil Aviation Administration of Vietnam is an organization directly under the Ministry of Transport performing the following functions:
- Advise and assist the Minister of Transport in the state management of civil aviation nationwide;
- Directly perform the duties and powers of the aviation authority in accordance with the provisions of law and international treaties to which Vietnam is a member.
Who has the authority to decide on the appointment, dismissal, rotation and assignment of the Director of the Civil Aviation Authority of Vietnam?
Pursuant to Article 4 of Decision 651/QD-BGTVT in 2023 stipulating leaders of the Civil Aviation Authority of Vietnam as follows:
Leaders of the Authority
1. The Civil Aviation Authority of Vietnam has a Director and Deputy Directors.
The number of Deputy Directors shall comply with the provisions of law and the Ministry of Transport.
The Director of the Civil Aviation Administration of Vietnam shall be appointed, relieved of duty, rotated and transferred by the Minister in accordance with the provisions of law.
The Deputy Director of the Civil Aviation Authority of Vietnam shall be appointed, relieved of duty, transferred by the Minister at the request of the Director of the Civil Aviation Authority of Vietnam.
2. The Director of the Civil Aviation Authority of Vietnam is responsible before the Minister and before the law for all activities of the Authority. The Deputy Director of the Civil Aviation Authority of Vietnam is responsible to the Director and to the law for the field of work assigned to him.
3. The Director of the Civil Aviation Authority of Vietnam shall appoint and dismiss the leading and managerial positions under the Authority according to the provisions of law and the decentralization of the Minister.
Thus, the Minister is the person who has the authority to decide on the appointment, dismissal, rotation and assignment of the Director of the Civil Aviation Authority of Vietnam.
