Based on Article 6 of Decree 168/2024/ND-CP on penalties and point deductions on driver licenses for drivers of cars, four-wheel motor vehicles for passengers, four-wheel motor vehicles for goods, and similar vehicles violating road traffic rules:

a) Committing the acts specified in point h, point i of clause 3; point a, point b, point c, point d, point dd, point g of clause 4; point a, point b, point c, point d, point dd, point e, point g, point i, point k, point n, point o of clause 5 of this Article shall result in a deduction of 02 points from the driver license;

- Fine ranging from 800,000 VND to 1,000,000 VND: Driving in a roadway tunnel without using low beam headlights. If it causes a traffic accident, the fine will be from 20,000,000 VND to 22,000,000 VND, and there will be a deduction of 10 points from the driver license.

Is overtaking allowed in roadway tunnels in Vietnam?
Based on clause 6 of Article 14 of the Law on Road Traffic Order and Safety 2024 stipulating overtaking and yielding:
Article 14. Overtaking and Yielding

- Overtaking is not allowed in the following cases:
a) When the conditions specified in clause 3 of this Article are not met;
b) On narrow bridges with only one lane;
c) On blind curves;
d) On a two-way road at the crest of a hill where visibility is limited;
dd) At intersections and railroad crossings at grade;
e) When weather conditions or the road do not ensure safety for overtaking;
g) When encountering priority vehicles;
h) On pedestrian crossings;
i) When there are pedestrians or disabled persons using wheelchairs crossing the road;
k) In roadway tunnels.
Based on the above regulations, drivers are not allowed to overtake in roadway tunnels.
What are regulations on traffic rules in road tunnels in Vietnam?
Based on Article 26 of the Law on Road Traffic Order and Safety 2024 regulating the conduct of vehicles in roadway tunnels:
- Motor vehicles must turn on low beam headlights; non-motor vehicles must turn on lights or have luminous objects for signaling.
- Stopping or parking in roadway tunnels is prohibited; in case of technical issues or other unavoidable circumstances requiring stopping or parking, drivers or operators of specialized motor vehicles must move the vehicle to an emergency stopping or parking spot. If not possible, they must use emergency lights for signaling and place warning signs or lights at a safe distance behind the vehicle, and quickly report to the traffic police or tunnel management authorities.
- Other road traffic rules as prescribed.
