Summary of traffic violations committed by operators of bicycles and mopeds in Vietnam in 2025
Pursuant to Article 9 of Decree 168/2024/ND-CP, the summary of traffic violations committed by operators of bicycles and mopeds in Vietnam in 2025 is as follows:
[1] Fine from 100,000 VND to 200,000 VND
- Not riding on the right side of their direction, not riding in the designated lane
- Sudden stopping; changing direction without prior signaling
- Not complying with the commands or instructions of signs and road markings
- Overtaking on the right in unauthorized circumstances
- Stopping or parking on the roadway outside the urban area where there is a sidewalk
- Riding in a tunnel without lights or without a signaling device; stopping or parking improperly inside a tunnel; making a U-turn in a tunnel
- Operating bicycles, mopeds in a horizontal line of 3 or more, or other rudimentary vehicles in a horizontal line of 2 or more
- Cyclists or electric bicyclists using umbrellas, holding and using phones or other electronic devices; carrying passengers on bicycles, mopeds using umbrellas
- Operating rudimentary vehicles without lights or signaling devices from 6 PM of the previous day to 6 AM of the next day
- Illegally leaving vehicles on the roadway or sidewalk; parking on the roadway causing traffic obstruction, parking on a bridge causing traffic obstruction
- Not following the regulations on stopping or parking at intersections with railways
- Using pushcarts as mobile stalls on the road causing traffic obstruction
- Not reducing speed (or stopping) and yielding when entering a priority road from a non-priority road, or from a side road to a main road
- Bicycles, mopeds, pedicabs carrying more people than allowed, except in the case of transporting a sick person for emergency
- Operating vehicles on the road with blood alcohol content or breath alcohol concentration not exceeding 50 milligrams/100 milliliters of blood or 0.25 milligrams/1 liter of breath
[2] Fine from 150,000 VND to 250,000 VND
- Operating bicycles, mopeds with both hands off the handlebars; suddenly changing direction in front of moving motor vehicles; using feet to operate bicycles, mopeds
- Not complying with the commands or instructions of traffic controllers or traffic supervisors
- Drivers or passengers on bicycles clinging to, pulling, or pushing other vehicles or objects, carrying bulky goods; towing other vehicles or objects
- Not yielding to vehicles requesting to overtake when safe conditions are met or obstructing motor vehicles requesting to overtake, obstructing priority vehicles
- Not complying with traffic light commands
[3] Fine from 300,000 VND to 400,000 VND
- Operating vehicles with reckless weaving; racing on the road- Riding a bicycle on one wheel; operating a pedicab on two wheels
- Entering prohibited areas, roads with "No Entry" signs for the type of vehicle being operated; going against the flow on one-way roads, roads with "No Wrong Way" signs
- Operating vehicles on the road with blood alcohol content or breath alcohol concentration exceeding 50 to 80 milligrams/100 milliliters of blood or 0.25 to 0.4 milligrams/1 liter of breath
[4] Fine from 400,000 VND to 600,000 VND
- Causing a traffic accident and failing to immediately stop the vehicle, preserve the scene, assist the victim, stay at the scene, or promptly report to the nearest police agency or People's Committee
- Operating vehicles on the road with blood alcohol content or breath alcohol concentration exceeding 80 milligrams/100 milliliters of blood or 0.4 milligrams/1 liter of breath
- Failing to comply with alcohol testing requests from authorities
- Operating mopeds without wearing a "helmet for motorcyclists and motorbike users" or wearing an improperly fastened helmet while participating in road traffic
- Carrying passengers on mopeds without wearing a "helmet for motorcyclists and motorbike users" or wearing an improperly fastened helmet, except when transporting a sick person for emergency, children under 06 years old, escorting a violator of the law
[5] Fine from 800,000 VND to 1,200,000 VND for operating vehicles on expressways, except vehicles used for expressway management and maintenance.

How many people are allowed to be carried on bicycles in Vietnam?
Pursuant to Article 31 of the Law on Road Traffic Order and Safety 2024, the regulations for operators, passengers, and goods on rudimentary vehicles are as follows:
Article 31. Operators, passengers, and goods on rudimentary vehicles
- Bicycle or moped operators may only carry one person, except when additionally carrying a child under 07 years old, in which case they may carry up to two people.
- Bicycle or moped operators must not engage in actions specified in Clause 3, Article 33 of this Law; passengers on bicycles or mopeds participating in road traffic must not engage in actions specified in Clause 4, Article 33 of this Law.
- Bicycle or moped operators and passengers must wear helmets meeting national technical standards and fasten helmets properly.
- Rudimentary vehicle operators may only ride in single file, and where there is a designated lane for rudimentary vehicles, they must use it; when participating in road traffic from 6 PM to 6 AM the following day, they must use lights or have signaling at the front and back.
- Goods transported on rudimentary vehicles must be safe, not obstruct traffic nor obscure the driver's view. Goods must not exceed 1/3 of the vehicle's length, not extend more than 1 meter from the front and back, and not exceed 0.4 meters on each side of the wheels.
A cyclist may only carry one passenger, except when carrying an additional child under 07 years old, they may carry up to two passengers.
Is a bicycle considered a motor vehicle in Vietnam?
Pursuant to Article 34 of the Law on Road Traffic Order and Safety 2024, the classification of road traffic vehicles is as follows:
Article 34. Classification of road traffic vehicles
- Motor vehicles include:
a) Automobiles include: vehicles with four or more wheels powered by engines, designed and manufactured to operate on roads, not railroads, used to carry people, goods, tow trailers, or semi-trailers, or designed for special functions and uses, and may connect with electric wires; three-wheeled vehicles with a curb weight greater than 400 kg; automobiles do not include four-wheeled people carriers with engines and four-wheeled goods carriers with engines;
b) Trailers are non-motorized vehicles designed and manufactured to operate on roads, towed by motor vehicles; the majority of the trailer's total mass is not placed on the towing vehicle;
c) Semi-trailers are non-motorized vehicles designed and manufactured to operate on roads, towed by motor vehicles, and a significant part of the semi-trailer's total mass is placed on the towing vehicle;

According to these regulations, bicycles are not considered motor vehicles.
