Pursuant to Clause 3, Article 3 of Circular 24/2023/TT-BCA stipulating identification number plates as follows:

Principles of vehicle registration

1. Motor vehicles of lawful origin satisfying quality, technical safety and environmental protection standards may be registered and issued with a set of license plates according to the provisions of this Circular.

2. The vehicle owner being an organization or individual having his/her head office and place of residence (registration place of permanent or temporary residence) in any locality shall register the vehicle at the vehicle registration office in that locality; except for the case specified in Clause 14, Article 3 of this Circular.

3. License plates are issued and managed according to the vehicle owner's identification number of ID card (hereinafter referred to as the identification number plate). Identification number plate means a number plate with the symbol, the number plate series, the size of the letters and numbers, the color of the number plate as prescribed in this Circular.

Thus, the license plate is still 5 numbers. The only difference is that it is issued and managed according to the identification number of ID card of the vehicle owner. At present, the citizen identification number is 12 digits. Therefore, the vehicle identification license plate does not have to be taken from the citizen identification number.

Pursuant to Article 39 of Circular 24/2023/TT-BCA stipulating as follows:

Transition Terms

1. For vehicles that have registered a 5-digit plate before the effective date of this Circular but have not yet carried out the procedures for revocation, such license plate number shall be determined as the identification license plate of the vehicle owner.

2. For vehicles with a 5-digit plate registered, if the vehicle owner has carried out the procedures for revocation before the effective date of this Circular, such license plate number will be transferred to the storage for license plate issuance as prescribed.

3. For vehicles with registered 5-digit plates with symbols "LD", "DA", "MD", "R", they continue to be allowed to operate, even when the license plate is renewed or re-issued unless the vehicle owner wishes to issue a license plate according to the provisions of this Circular.

4. Vehicles that have been registered with a 3- or 4-digit number plate will continue to be allowed to participate in traffic, unless the vehicle owner wishes to issue a license plate or when the vehicle owner carries out procedures for granting and changing the registration certificate. vehicle registration, license plate change, re-issue of vehicle registration certificate, license plate re-issue or registration of name change, vehicle movement under the provisions of this Circular, the license plate of 3 or 4 numbers shall be revoked and issue and change to the identification number plate according to regulations.

Thus, a vehicle with a 3 or 4 license plate is not required to change to an identification number plate. However, if the vehicle owner has a 3- or 4-digit license plate, and wishes to issue a license plate or in the following cases, he/she will have to change it to an identification license plate:

- The vehicle owner wishes to issue an identification license plate or

- The vehicle owner shall carry out the procedures for granting and renewing the vehicle registration certificate, granting the license plate change, re-issuing the vehicle registration certificate, re-granting the license plate or registering the name transfer or moving the vehicle.

What are cases of revocation of the registration certificate and license plate in Vietnam?

Pursuant to Article 23 of Circular 24/2023/TT-BCA stipulating cases of revocation of the registration certificate and license plate in Vietnam as follows:

- The vehicle is damaged, unusable, destroyed due to objective reasons.

- The vehicle has expired and is not allowed to be circulated in accordance with the law.

- Vehicle is stolen, misappropriated and cannot be found or abandoned. The vehicle owner requests to revoke the vehicle registration certificate and license plate.

- Vehicles imported tax-free or temporarily imported from foreign agencies, organizations or individuals are re-exported, transferred or destroyed.

- Vehicles registered in economic zones according to the Government's regulations when re-exporting or transferring into Vietnam.

- Vehicles carry out procedures for registration of name transfer and relocation.

- Disassemble the vehicle, the frame to register for another vehicle.

- Vehicles have been registered but found fake vehicle records or vehicles with conclusions of competent authorities that the engine number and chassis number have been cut, welded, chiseled, erased or issued improperly with the license plate.
