Vehicles that have not been registered and do not have official license plates but need to participate in traffic; vehicles registered abroad that are permitted by competent authorities to enter Vietnam for tourism, conferences, fairs, exhibitions, physical exercise, and sports; vehicles serving conferences organized by the Communist Party, the State, and the Government of Vietnam; automobiles undergoing procedures for revoking the certificate of registration and license plates to be re-exported or transferred within Vietnam; and vehicles subject to decisions of reassignment, sale, donation, or gifting.

The dossier for temporary vehicle registration is stipulated in Article 13 of Circular 58/2020/TT-BCA as follows:

- Vehicles manufactured or assembled in Vietnam:

+ Vehicle registration application (form No. 01);

+ Copy of the sales invoice as per regulations or the warehouse release form.

Place of vehicle registration: The vehicle owner can register at the nearest vehicle registration authority.

Processing time: Issuance of the temporary vehicle registration certificate and temporary license plates: Within the same day (Clause 2, Article 4 of Circular 58/2020/TT-BCA).
