Riding a Motorcycle with a Helmet Without Buckling the Strap Fined 250,000 VND?

Point i, Clause 2, Article 6 of Decree 100/2019/ND-CP stipulates penalties for motorcycle operators as follows:

A fine ranging from 200,000 VND to 300,000 VND shall be imposed for the act of not wearing a "helmet for motorcycle riders" or wearing a "helmet for motorcycle riders" without fastening the strap correctly while operating the vehicle on road traffic.

Thus, riding a motorcycle with a helmet without fastening the strap will be fined from 200,000 VND to 300,000 VND.

Clause 4, Article 23 of the Law on Handling Administrative Violations 2012 stipulates: The specific fine amount for an administrative violation is the average of the fine frame prescribed for that violation; if there are mitigating circumstances, the fine may be reduced but not below the minimum frame of the fine; if there are aggravating circumstances, the fine may be increased but not beyond the maximum frame of the fine.

Applying this provision, the specific fine for the aforementioned violation will be 250,000 VND. Therefore, in this case, a fine of 250,000 VND is entirely conformable.
