Requirements for Railway Station Workers During the COVID Season
Pursuant to Subsection 3, Section V, Provisional Guidance on Organizing Railway Transport Activities for Safe, Flexible Adaptation, and Effective Control of the COVID-19 Pandemic (Issued together with Decision 1839/QD-BGTVT in 2021) stipulates the requirements:
Personnel Working at Railway Stations
3.1. Implementing prevention and control measures
3.1.1. Adhere to the “5K Message”; make health declarations as prescribed by the Ministry of Health;
3.1.2. Strictly implement the COVID-19 prevention and control measures as guided by the National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health;
3.1.3. Arrange hand sanitizer solution at convenient locations for passengers to use; apply appropriate natural ventilation measures;
3.1.4. Inspect, guide, and support passengers in making mandatory health declarations before boarding the train; frequently request passengers to comply with COVID-19 prevention and control regulations as prescribed by the Ministry of Health;
3.2. Medical testing:
3.2.1. Test cases with any symptoms such as fever, cough, fatigue, sore throat, loss of taste and smell, difficulty breathing, etc.; conduct random, periodic screening testing as performed by healthcare agencies;
3.2.2. Conduct random testing for high-risk groups according to the unit’s pandemic prevention and control plan;
3.2.3. For all levels of the pandemic, only require testing for personnel working at railway stations:
a) In cases of suspicion or epidemiological investigation directives from areas classified as level 3 for the pandemic;
b) Coming from areas at level 4 pandemic classification or quarantine zones (lockdown).
3.3. For those who have been fully vaccinated and those who have recovered from COVID-19: testing is only required when there is an epidemiological investigation directive and for those coming from areas classified at level 4 or quarantine zones (lockdown).
3.4. SARS-CoV-2 testing shall be conducted using RT-PCR or a rapid antigen test with a negative result valid within 72 hours from the time of sampling to before the train’s departure time.
