What does the driving learner's dossier include?
According to Article 9 of Circular 12/2017/TT-BGTVT amended by Clause 5, Article 4 of Circular 05/2024/TT-BGTVT, the dossier for applying for a Class A1 driver's license includes:
Driving Learner's Dossier
1. For first-time driving learners, prepare one dossier and submit it directly to the training facility. The dossier includes:
a) Application form for driving training and examination to issue a driver's license as prescribed in Appendix 7 issued together with this Circular;
b) A copy of the temporary residence card or permanent residence card or diplomatic identity card or public service card for foreigners;
c) A driver's health certificate issued by a competent medical facility as prescribed.
- For learners upgrading their driving level, prepare one dossier, submit it directly to the training facility, and take a direct photograph to be stored in the driver’s license database. The dossier includes:
a) Documents prescribed in Clause 1 of this Article;
b) A copy of the secondary school diploma or equivalent or higher degree for those upgrading their driver’s license to classes D and E (present the original when checking the examination dossier);
c) A declaration of professional driving time and safe driving kilometers as prescribed in Appendix 8 issued together with this Circular.
- Ethnic minorities who cannot read or write Vietnamese and are learning to drive motorcycles of class A1, A4, prepare one dossier and submit it directly to the training facility. The dossier includes documents prescribed in point c, clause 1 of this Article.
Thus, the first-time driving learner's dossier includes:
- Application form for driving training and examination to issue a driver's license;- A copy of the temporary residence card or permanent residence card or diplomatic identity card or public service card for foreigners;- A driver's health certificate issued by a competent medical facility as prescribed.
Note: In case ethnic minorities who cannot read or write Vietnamese are learning to drive motorcycles of class A1, A4, prepare one dossier and submit it directly to the training facility. The dossier includes a driver’s health certificate issued by a competent medical facility as prescribed.
How is the form of training to issue a driver's license regulated?
According to Article 8 of Circular 12/2017/TT-BGTVT amended and supplemented by Clause 4, Article 4 of Circular 05/2024/TT-BGTVT, the form of training to issue a driver's license is regulated as follows:
- Individuals wishing to obtain a driver's license for classes A1, A2, A3, A4, and B1 automobiles can self-study theoretical courses but must register at an authorized training facility for review and examination; for classes A4 and B1, examination and issuance of training certificates are required.
- Individuals wishing to obtain a driver's license for classes B2, C, D, E, and F are trained as follows:For theoretical studies, one of the following formats can be chosen: concentrated at the training facility; concentrated at the training facility combined with distance learning and guided self-study; distance learning and guided self-study.
Courses that require concentration at the training facility include: structure and ordinary repairs; fire safety and rescue skills; driving techniques;
- More than one (1) year from the date the training facility organizes testing or reviews issuing certificates concluding the course, if students do not meet conditions for issuance of a primary certificate or training certificate, they must be retrained according to the new course.
