Regulations on Airport Operations Documentation
Article 56 of Decree 05/2021/ND-CP stipulates the regulations on airport operation documentation as follows:
When there are changes in the technical parameters of structures, equipment within the airport, aircraft operation schemes, operational procedures, or service provision within the airport, the airport operator must update these changes in the amendment pages of the airport operation documentation.
The airport operator must conduct an annual review of the airport operation documentation or upon request by the Civil Aviation Authority of Vietnam (CAAV). When there are changes affecting the contents of the airport operation documentation that impact operational methods or procedures, the airport operator must submit the revised documentation for re-approval to the CAAV. The submission dossier includes:
a) Proposal for approval;
b) Draft of the amended or supplemented document content;
c) Documentation proving the content amendments or supplements;
d) Number of dossiers: 01 set.
Within 08 days from the date of receipt of the complete dossier as stipulated, the CAAV is responsible for appraising the airport operation documentation. If the documentation does not meet the requirements, the CAAV shall issue a written notice of the evaluation results and request the airport operator to supplement and complete the airport operation documentation. If the documentation meets the requirements, the CAAV shall organize an on-site verification of the actual conditions of the airport based on the amended or supplemented contents of the documentation (if necessary); approve the amendments or supplements to the documentation or issue a written notification stating the reasons for refusal to approve to the applicant.
