On November 15, 2024, the Minister of Public Security of Vietnam issued Circular 79/2024/TT-BCA stipulating the procedures for the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized motor vehicles (hereinafter referred to as vehicle registration). The Circular includes regulations on the issuance of new vehicle registration certificates and plates; registration for changes in vehicle ownership; changes in registration certificates and license plates; reissuance of registration certificates and plates; temporary registration; and revocation of registration certificates and plates.
Circular 79/2024/TT-BCA does not apply to the registration of motor vehicles and specialized motor vehicles managed by the Ministry of National Defense.
Article 2 of Circular 79/2024/TT-BCA specifies the subjects of application, including:
- Public Security officers and non-commissioned officers responsible for vehicle registration (hereinafter referred to as vehicle registration officers)
- Public Security departments at units and local levels
- Organizations and individuals related to vehicle registration
Circular 79/2024/TT-BCA takes effect from January 1, 2025.

What documents are included in the Application for the issuance of new vehicle registration certificates and license plates in Vietnam?
According to Article 8 of Circular 79/2024/TT-BCA, the documents included in the Application for the issuance of new vehicle registration certificates and license plates in Vietnam include:
[1] Vehicle registration declaration form
- For partial online public service registration: The vehicle owner logs into the public service portal and accurately, fully, and truthfully fills in the contents specified in the vehicle registration declaration form, with a digital signature.
- If there is no digital signature, the vehicle owner prints the vehicle registration declaration form from the public service portal, signs it, clearly states the full name, and seals it (if an agency or organization).
- For the first-time complete online public service registration: The vehicle owner uses a level 2 electronic identification account to log into the public service portal or the national identification app and accurately, fully, and truthfully fills in the contents specified in the vehicle registration declaration form, without needing to sign.
- For direct registration at the vehicle registration agency: The vehicle owner fills out the vehicle registration declaration form accurately, fully, and truthfully.
[2] Owner's identification documents.
[3] Vehicle origin certificate.
[4] Certificate of legal ownership.
- Electronic invoice data is received by the vehicle registration and management system from the public service portal or the tax authority's database. If the vehicle does not have electronic invoice data, paper invoices or those converted from electronic to paper invoices must be provided according to legal regulations.
- Decision from an authorized agency or a transfer, exchange, gift, inheritance document, or financial document of the vehicle as required by law.
- For liquidated Police vehicles: Decision for vehicle liquidation from authorized level and invoice as required.
- For liquidated Military vehicles: Document confirming the vehicle's removal from the military equipment list by the Department of Vehicles and Machinery, Ministry of National Defense and invoice as required.
[5] Proof of completed financial obligations.
- Electronic data on vehicle registration fee payments received by the vehicle registration and management system from the public service portal or the tax authority's database.
- If there is no electronic data on vehicle registration fee payments, a receipt for payment to the State budget or other vehicle registration fee documents must be provided as required. For exempted vehicles, a tax authority notice detailing the registration fee exemption must be provided.
What are conditions for motor vehicles when participating in road traffic in Vietnam?
According to Article 35 of the 2024 Traffic Order and Road Safety Law, the conditions for vehicles to participate in road traffic are as follows:
Article 35. Conditions for vehicles participating in road traffic
- Motor vehicles and specialized motor vehicles participating in road traffic must meet the following conditions:
a) Have a vehicle registration certificate and a license plate attached as required by law;
b) Ensure technical safety and environmental protection quality as per legal regulations.
- Transport business automobiles must be equipped with journey monitoring devices. Passenger automobiles with seats for 8 or more passengers (excluding the driver's seat), freight automobiles, and ambulances must be equipped with journey monitoring devices and driver image recording devices.
- Smart traffic vehicles must meet the conditions specified in Clause 1 of this Article and must have an operating permit from a competent agency.

Thus, motor vehicles participating in road traffic must meet the following conditions:
- Have a vehicle registration certificate and a license plate attached as required by law
- Ensure technical safety and environmental protection quality as per legal regulations.
