Principles of Airport Management and Operation
Article 4 Decree 05/2021/ND-CP (Effective from March 10, 2021) on principles of management and operation of airports includes:
Ensuring national defense and security; ensuring aviation security and safety. Ensuring close, synchronized coordination between state management agencies at airports; between civil aviation and military authorities at dual-use airports.
The airport operator directly operates the airport, except for facilities operated by the enterprise responsible for flight operations; is responsible for ensuring all exploitation, security, and safety activities at the airport and is granted the Airport Operation Certificate.
Ensuring the unified, synchronized, continuous, and effective operation chain of airports. Ensuring service quality, fair competition, courtesy, and creating favorable conditions for civil aviation activities at airports.
Ensuring the synchronized development of the airport system in line with strategic, transport development planning, airport planning, regional and local socio-economic development planning, international civil aviation development trends, and meeting Vietnam's air transport development needs.
In case the state needs to requisition part or all of the airport infrastructure, the state will implement as per the law on asset requisition.
Airports and airport-related infrastructure works are designed and operated according to the standards of the International Civil Aviation Organization, technical regulations, applicable standards, and relevant legal provisions.
Airport infrastructure works must be periodically inspected, unexpectedly inspected, and maintained to ensure they meet design standards, applicable operational standards, and issued operational documents.
The management of aviation infrastructure assets invested and managed by the state and aviation infrastructure assets linked to land and water surfaces not yet accounted as state capital in enterprises shall follow the law on public asset management.
The management, use, and exploitation of aviation infrastructure related to national defense and security are implemented according to this Decree and the law on protecting vital works related to national defense and security.
Ensuring environmental protection as per environmental protection law.
