Motorcycles (also known as motorbikes) are two- or three-wheeled motor vehicles and similar types, powered by engines with a cylinder capacity of 50 cm^3^ or more, and a self-weight not exceeding 400 kg.
Persons 18 years of age or older are permitted to drive motorcycles. Therefore, persons from 16 to 18 years old driving motorcycles are in violation and will be penalized, specifically:

In cases where persons from 16 to 18 years old violate administrative regulations and are fined, the fine must not exceed 1/2 of the fine applied to adults;... In cases where they have no money to pay fines or are unable to implement remedial measures, their parents or guardians must execute on their behalf.
